Dear City Council,
The Economic Development Department was notified that Base Layer, LLC has submitted its
application to annex into the City of Caldwell. This project is affectionately known as “District 26.” The District 26 project is important to the Caldwell North Urban Renewal District. This long-term vision has been in consideration for several years, with City staff working closely with the Base Layer, LLC team on various components of the project. As the project continues to evolve, our team has prioritized maintaining flexibility to accommodate future
developments. The Base Layer, LLC team has been receptive and supportive of the area’s changing needs.
I fully support this annexation request, as future development on this parcel will catalyze additional projects already being considered for the region. Moreover, nearby properties are
eager to annex into the city limits for various reasons, and Base Layer, LLC’s annexation
unlocks the potential to welcome new opportunities and future projects in the Caldwell North Urban Renewal District.
With the annexation of the District 26 properties, I’m excited for what the future holds for our community.
