If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. Approve minutes for the Caldwell Planning and Zoning Commission for the May 14, 2025, hearing. VI. REVIEW OF PROCEEDINGS (OPENING STATEMENT) VII. OLD BUSINESS: 1. ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN24-000014, CPM24-000005, SPP24-000005, SUP24-000022: The applicant, Brent Orton, on behalf of Royal Pro-C, LLC, is requesting an annexation of approximately 13.1 acres of land with initial zoning designations of C-1 (neighborhood commercial) and R-2 (medium density residential). Concurrently, the applicant is requesting special use permit and preliminary plat approval for The Caine Center Subdivision, a mixed use development with 26 multi-family residential lots and 5 commercial lots. The multi-family residential portion of the project would include no more than 158 dwelling units and the commercial area is conceptually shown to include a gas station, a drive through facility, and 3 other commercial shell buildings. The site is addressed as 1020 E. Homedale Rd., (R3272100000) and is located on the southwest corner of E. Homedale Rd. and S. Montana Ave. in Caldwell, Idaho. Staff has requested a continuation to the July 9, 2025, P&Z Commission hearing. VIII. NEW BUSINESS: 1. ACTION ITEM: Public Hearing (Quasi-judicial) Case Number SPP25-000006, ZON25-000001: The applicant, Treasure Valley Development LLC, on behalf of Enclave Partners LLC, is requesting a zoning map amendment for a portion of parcel R3279500000 from H-C to R-2 as well as a preliminary plat approval for Enclave Subdivision, a mixed-use subdivision with 152 single-family residential lots and 5 commercial lots. The site is designated Community Center in the Comprehensive Plan Future Land Use Map, which is compatible with R-2 zoning as well as the remaining H-C zoning. The development is located on the South side of Karcher Rd., directly across from the intersection with Celeste Ave., between Midway Rd. and Lake Ave., in Caldwell, Idaho. 2. ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN25-000004, SPP25-000005: The applicant, Bonnie Layton of NV5, on behalf of Endurance Holdings LLC, is requesting annexation of parcel R3280700000 with a proposed zoning of R-1, where the current City comprehensive plan future land use designation is Neighborhood 2. Additionally, the applicant is requesting approval of a preliminary plat for Peregrine East Subdivision, a residential subdivision with 48 single family residential lots. The 20.83 acre development is located on the North side of Orchard Ave., approximately 2,100 feet east of the intersection with Lake Ave., in Caldwell, Idaho. 3. ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN25-000005, SPP25-000004: The applicant, Bonnie Layton of NV5, on behalf of Endurance Holdings LLC, is requesting annexation of parcel R3280500000 with a proposed zoning of R-1, where the current City comprehensive plan future land use designation is Neighborhood 2. Additionally, the applicant is requesting approval of a preliminary plat for Peregrine West Subdivision, a residential subdivision with 45 single family residential lots. The 16.59 acre development is located on the North side of Orchard Ave., approximately 630 feet east of the intersection with Lake Ave., in Caldwell, Idaho. 4. ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN25-000006: The applicant, Caldwell Housing Authority, is requesting annexation of parcels R3465800000, R3465801100, and R3465801000, with a proposed zoning of R-2, where the current City comprehensive plan future land use designation is Neighborhood 2. Additionally, the applicant is requesting approval of a Development Agreement with approvals for specific uses to accommodate their master plan for Farmway Village, an affordable housing residential community. The 78.92 acre development is located on the southeast corner of Highway 44 and Farmway Road., in Caldwell, Idaho. IX. ADJOURNMENT Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Planning and Zoning Commission Meeting is on July 9, 2025.
