HomeMy WebLinkAboutCaldwell SD_Comments - 7_22_24From:Angelica Gomez To:Joe Dodson Subject:FW: Verbena Ranch_Public Agency Memo Date:Monday, July 22, 2024 2:22:03 PM Attachments:image001.png Verbena Ranch PAM.pdf 24-03726_TO_RP (1).pdf From: Eric Phillips <ephillips@caldwellschools.org> Sent: Monday, July 22, 2024 2:17 PM To: Angelica Gomez <agomez@cityofcaldwell.org> Cc: Morgan Bessaw <mbessaw@cityofcaldwell.org>; Norma French <nfrench@caldwellschools.org>; Paul Webster <pwebster@caldwellschools.org>; Joseph Palmer <joseph.palmer@vallivue.org>; Jenny Titus <jenny.titus@vallivue.org>; Eric Phillips <ephillips@caldwellschools.org> Subject: Fwd: Verbena Ranch_Public Agency Memo   Angelica,                  Caldwell School District has reviewed ANN24-000006, PUD24-000004SUB24- 000022 thru SUB24-0000027 Annexation and zoning, planned unit development and six (6) preliminary plats for Verbena Ranch Master Planned Community. We have also reviewed the VERBENA RANCH SUBDIVISION TIS, that was last revised in June of 2024.                Verbena Ranch Subdivision is outside of Caldwell School District, but abuts directly south of the Caldwell SD boundary along Homedale Road. Caldwell SchoolDistrict boundary extends down to Malt Rd. from Montana Ave along the northside of Homedale Rd.                This development "Verbena Ranch will be constructed over approximatelyeight years, and will provide an estimated 1,045 homes to the community," per the Toll Brothers Land Development statement. This development won't directly affect Caldwell SD's enrollment as it's Vallivue SD's zone, but the amount of traffic this development will create, changes the traffic volume our school buses that servethat area will experience, in addition to our students that will be walking along Homedale Rd. to Lewis & Clark Elementary. We also have a new development in our zone on the northwest corner of 10th Ave and Homedale Road that consists of Tater St, Juliet Rose Ave, Sparky Way, Champ Ave and Crafts St.              With the projected traffic increase as set out in the TIS for the Verbena Ranch Subdivision, a records request with the Canyon County Sheriff's Office was done for the traffic accidents at 10th Ave. and Homedale Road from January 01, 2014 untilJuly 11th, 2024. CCSO advised that they have listed 91 traffic accidents in that time period. I didn't request the wrecks at the intersections that are directly east, west and north of 10th Ave & Homedale Rd., but that may increase the number of recorded wrecks in the area if I were to acquire the additional information. Please see theattached Sheriff's Office report for additional information.            With the size of the proposed development, the increase in vehicle and pedestrian traffic it will bring, Caldwell School Districtis requesting the following for our comments: (1) - A 4-way stop light at 10th Ave and Homedale Rd. to control traffic and allow for safe travel. 91 wrecks from January 01, 2014 - July 11th, 2024.Currently only a stop sign on Homedale Rd for traffic to cross 10th Ave. TIS - "Installing a traffic signal with a dedicated left-turn lane on each approach, shared through-right lane on each approachwould mitigate intersection operations to within City of Caldwell standards." (2) - Installation of a fence or barrier on both sides of Homedale Rd. to cover the Phyllis Canal. This would make it a safe walking route for both districts down Homedale Road and 10th Ave, to include pedestrians during and outside of school hours. Verbena Ranch will bring a large number of pedestrians to thearea and their protection from potentially dangerous water ways. Additional canal recommendations: Installation of a fence or barrier on both sides of 10th Ave. to cover the Dear Flat Caldwell Canal. Will make 10th Avesafer to walk along. Installation of a fence or barrier on both sides of 10th Ave. to cover the Forest Canal. Will make 10th Ave safer to walk along. (3) - A crosswalk across Homedale Rd between Buckboard Ave and Compass Way, with a pedestrian crossing light (RRFB).
