Dear Caldwell Planning and Zoning,
In August,we submitted a letter outlining the communication efforts between Vallivue School District and Toll
Bros.In the letter we shared our skepticism as to whether or not Toll Bros genuinely sought to make a donation to
the district.Recent communications with Toll Bros have given us confidence that they are sincere.
If the Verbena Ranch development is approved,students within the subdivision are likely to attend the new Falcon
Ridge Elementary School.However,there is also the possibility that the development may need to be split,with
some students attending Falcon Ridge Elementary and others attending West Canyon Elementary.This potential split
is due to our projected growth model,which indicates that seven of Vallivue's nine elementary schools could be over
capacity by 2029,based on the developments already approved by the Caldwell and Nampa City Councils.
Nevertheless,I am writing on behalf of the Vallivue School District to express our gratitude for the recent
commitment by Toll Bros to make a contribution to our district.This donation will have a meaningful impact on our
students,staff,and community,and we are thankful to the Toll Bros for their willingness to support education in our
area.
While substantial growth is making it challenging to meet the demands of educating our community,we
acknowledge that developers in Idaho are not required to provide impact fees.We appreciate that Toll Bros has
voluntarily committed to making a contribution for the good of the community.Evidence of this commitment is
attached in the Donor Agreement Form,signed by both the Vallivue School District and Toll Bros.
While we appreciate this generous contribution,it is important to clarify that our gratitude does not imply a position
regarding the approval of the Verbena Ranch development under review.Our focus remains on our mission to
provide the best possible education for our students,and we believe that all decisions related to development should
be made in the best interests of the entire community.
