Project Narrative: Construction of a new O’Reilly Auto Parts Store is being planned for Beacon Lane at the Northeast Corner of U.S. Highway 20/26 and Smeed Parkway. The property is currently vacant. Site Improvements include 36 parking spaces, landscaping, and stormwater management. Due to the property’s size and orientation, we are requesting approval to locate the building within the City required 30’ landscape buffer along the south property line and to allow for a reduction of 11% to the required amount of sod within the buffer area as required by City of Caldwell Ordinance Sections 10-07-08 5A-C and 10-07-08-11D. This is to allow for safe and efficient vehicular movement in and out of the site. Please refer to Sheet L1.0 – Landscape Plan, revised 3/24/25, prepared by Breckon Land Design. All requirements for plantings and placement of boulders is being fully complied with per conversation with Joe Dodson with the City of Caldwell Planning Department. Due to the reduced area of the buffer, we are requesting a reduction in the amount of sod required. The existing Landscaping and width of the Idaho Department of Transportation right of way buffer along U.S. Highway 20/26 allows for future road widening. The store will be owned by O’Reilly Auto Enterprises, LLC and is a business for the purpose of the retail sale of auto parts. THOMAS A. LUNDBERG architect 1736 E.
