GENERAL NOTES
1. ALL WORK SHALL BE COMPLETED IN ACCORDANCE WITH THE 2015 IDAHO STANDARDS FOR PUBLIC WORKS
CONSTRUCTION (ISPWC) AS AMENDED BY CALDWELL'S CURRENTLY ADOPTED SUPPLEMENTAL SPECIFICATIONS.
2. ALL UNDERGROUND UTILITIES SHOWN HEREON ARE APPROXIMATE LOCATIONS
3. CONTRACTOR SHALL FIELD VERIFY AND PROTECT UTILITIES AS NECESSARY TO COMPLETE THE WORK.
4. CONTRACTOR MUST CALL IDAHO DIGLINE (800 342 1585) AND ALLOW COMPLETE PLACEMENT OF UTILITY MARKINGS
PRIOR TO COMMENCING WORK AND SHALL BE RESPONSIBLE FOR THE PROTECTION OF UTILITIES RELATED TO THEIR
WORK IN ACCORDANCE WITH IDAHO CODE.
5. ALL UTILITIES, INCLUDING SERVICE LINES WITHIN STREET RIGHT-OF-WAY SHALL BE PLACED PRIOR TO PLACEMENT
OF SURFACE IMPROVEMENTS (CURB, GUTTER, SIDEWALK, ASPHALT PAVING, ETC.).
5.1. THE CONTRACTOR IS RESPONSIBLE TO NOTIFY AND COORDINATE WITH PROPERTY OWNERS, TENANTS,
LEASEHOLDERS, ETC REGARDING SUCH IMPROVEMENTS BEFORE AND AFTER IMPACTS OCCUR AND ARE RECTIFIED.
6. THE CONTRACTOR SHALL BE RESPONSIBLE TO NOTIFY ALL AFFECTED UTILITY OWNERS AND COORDINATE WITH THE
SAME. ORTON ENGINEERING,LLC CANNOT SUBSTITUTE THIS ROLE FOR THE CONTRACTOR.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROTECTION OF IMPROVEMENTS UNTIL COMPLETION AND
ACCEPTANCE BY THE OWNER OR CITY OF CALDWELL FOR ON SITE AND RIGHT-OF-WAY IMPROVEMENTS
RESPECTIVELY.
8. IMPROVEMENTS ON OR ADJACENT TO THE PROJECT PROPERTY DISTURBED IN CONSTRUCTION SHALL BE
REPLACED OR RESTORED TO A CONDITION AS GOOD OR BETTER THAN EXISTING.
8.1. THIS INCLUDES, BUT IS NOT LIMITED TO FENCING, MAILBOXES, LANDSCAPING, UTILITY POLES, SIGNS, IRRIGATION
IMPROVEMENTS, ETC.
9. CONTRACTOR SHALL COMPLY WITH CITY AND FEDERAL REQUIREMENTS REGARDING STORMWATER POLLUTION
PREVENTION INCLUDING
9.1. FILING STORMWATER POLLUTION PREVENTION PLAN (SWPPP) WITH CALDWELL
9.1.1. MUST PRESENT EVIDENCE OF ANY REQUIRED SWPPP, AND NOTICE OF INTENT TO ENGINEER NO LESS THAN 48
HOURS BEFORE COMMENCEMENT OF CONSTRUCTION.
9.2. FILING NOTICE OF INTENT WITH THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY (EPA)
9.3. PLACING AND MAINTAINING BEST MANAGEMENT PRACTICE (BMP)
9.4. INSPECTING AND IMMEDIATELY ADDRESSING ANY DEFICIENCIES IN BMPS CALLED FOR IN THE SWPPP
9.5. TERMINATE NOTICE OF INTENT AT THE CONCLUSION OF THE PROJECT IN ACCORDANCE WITH THE SWPPP.
10. WORK IN PUBLIC RIGHT-OF-WAY REQUIRES A RIGHT-OF-WAY PERMIT FROM THE CITY OF CALDWELL. CONTRACTOR
SHALL SECURE SAID PERMIT AND BE RESPONSIBLE FOR PERFORMANCE THEREUNDER.
10.1. TRAFFIC CONTROL PLAN TO BE PROCURED BY CONTRACTOR.
10.2. TRAFFIC CONTROL SHALL COMPLY WITH THE CURRENT MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES AND
CITY STANDARDS.
10.2.1. NO ROAD CLOSURES ARE ANTICIPATED FOR THIS PROJECT
10.2.2. SHOULDER WORK IS EXPECTED
11. THE STORMWATER SYSTEM SERVING THIS PROJECT IS PREEXISTING AND SHALL BE RETAINED AND PROTECTED.
11.1. CONTRACTOR SHALL PROTECT INLETS WITH SILT BAGS (WITCHES HATS) DURING CONSTRUCTION
11.1.1. THESE SHALL BE REMOVED AFTER ACCEPTANCE OF THE WORK BY THE OWNER AND ENGINEER
11.2. STORMWATER SYSTEM WILL RECIEVE A NET REDUCTION IN FLOW BECAUSE OF DESIGNED REDUCTIONS IN
IMPERVIOUS AREA FROM THE ORIGINAL PARKING LOT CONSTRUCTION.
12. THIS PARKING LOT WAS PREVIOUSLY PAVED. ASPHALT PLACEMENT WILL BE A PARTIAL OVERLAY.
12.1. ASPHALT SHALL BE COMPLETELY REMOVED IN A TEN FOOT RADIUS AROUND THE STORMDRAIN INLET TO
FACILITATE FINISHED GRADE OF PAVEMENT TO TOP OF MANHOLE RINGS.
13. ANY REQUIRED MATERIAL TESTING REPORTS SHALL BE PROCURED BY THE CONTRACTOR AND PROVIDED TO THE
ENGINEER AND THE CITY.
14. HOT MIX ASPHALT OVERLAY ON EXISTING ASPHALT BASE SECTION.
15. CONTRACTOR SHALL PROVIDE ONE SET OF AS-BUILT DRAWINGS TO ENGINEER UPON COMPLETION OF THIER
WORK. ENGINEER SHALL SUBMIT RECORD DRAWINGS (FOR RIGHT-OF-WAY) IMPROVEMENTS TO THE CITY.
16. CONTRACTOR SHALL GUARANTEE WORK FOR A MINIMUM PERIOD OF 1 YEAR AFTER ACCEPTANCE BY THE OWNER
AND ENGINEER AND FOR RIGHT-OF-WAY IMPROVEMENTS, ONE YEAR FROM THE TIME OF ACCEPTANCE BY THE CITY OF
CALDWELL. .
