Orton Engineering, LLC is representing Silvestre Castaneda in seeking a special use permit that would permit an event center to function at the premises (accessed from the Denver side of the building addressed as 424 East Elgin) and permit food trucks to operate on occasion on the parking lot fronting 5th, the alley, and Denver with outdoor events inspired by those held with food trucks by the Hispanic Cultural Center in Nampa. The Northeastern parcel contains a restaurant area (the North Bay of the building is already configured as a restaurant and has functioned as such this could open again as a restaurant with an appropriate business permit, as we understand) and the South ~2/3rds of the building is proposed to once again be used for event center space. The event center space would be accessed from the Parking lot side and the restaurant entrance would remain on the Elgin frontage. We believe this requires accessible parking for both sides of the building. This will include would mainly host events and the southern parcel would include a place for the food trucks to operate. The existing restaurant is not at subject in the special use permit application. This center is intended to provide options for residents seeking to hold family or community events in the area. The space is expected to provide a venue for other activities as well, such as, dance rehearsals, or other community functions requiring a venue. The site includes a 100 foot x 75 foot building including the addition of an events area to the existing restaurant. Whie the restaurant site is not relevant to the permit that side of the building may become subject to conditions of the conditional use permit indicated by the Planning and Development team. The restaurant side of the building will feature a 30 foot x 15 foot outdoor patio dining area subject to an in-progress right-of-way encroachment agreement and accessible parking and ramps intended to be added to the building on that side. The South side of the building proposed for the event space includes 32 parking stalls in the parking lot and adjacent to the building including two additional accessible parking stalls. The The outdoor dining area will be lined with potted plantings and the parking lot on the South side will feature a landscaped buffer. Staff has kindly adapted proposed landscaping requirements to the constraints of the site for which we are grateful. Access Parking for the facility will be accessed from two points: via Denver St and via the alley between Denver St & Elgin – between the building and the parking lot. The Denver Access will be moved to be 25 feet away from 5th Avenue and consolidated to a single access (there are currently two). The alley access point will be improved but remain the same positionally and the Restaurant’s Elgin access will remain to access the accessible parking stalls, and restaurant delivery. Surrounding Lands The property is surrounded by a mix of residential and commercial properties including restaurants and automotive related businesses. With La Cocina Restaurant to the Southwest, La Michoacana to the Southest, Auto Body Service and other vehicle related uses across 5th Avenue, Tacos Y Mariscos El Compa North across Elgin and residential neighborhoods to the Northwest. The property is situated within the Traditional Neighborhood Zone where Restaurants are a permitted use and Event Venues are a special use. Utilities Utility service and usage is anticipated to continue in the same way as in the past. No utility work is expected to be necessary. Each is 0.28 acres totalling 0.56 Acres situated within the Traditional Neighborhood Zone as shown in Figure 1. The purpose of the Traditional Neighborhood Zone is expressed in City Code 10-13-01. 10-13-01: PURPOSE: (1) The purpose of the T-N (traditional neighborhood) zone is to protect, enhance, and revitalize the historical traditional neighborhood areas in accordance with the Caldwell comprehensive plan: A. To provide for a mix of land uses that allow for residents to live, work, play and shop; B. To balance the needs for parking and vehicular circulation with the development of a walkable, pedestrian environment; and C. To further enhance and grow established neighborhood areas for residential and commercial investment. An Event Center is allowed by Special Use Permit in the Traditional Neighborhood Zone in accordance with the Mixed Use Districts Land Use Schedule presented in 10-13-03 of Caldwell City Code. While the Special Use permit is clearly required to allow for an events center, allowance for food trucks is the subject of current consideration for ordinance modifications. Staff has kindly guided toward inclusion in a special use permit while potential ordinance modifications for allowing food trucks (a rising attraction in many communities) develop. Food truck events would be expected near and during weekends and would take place in the parking lot on Denver and 5th Avenue. In working with City Staff, one concern that arose from Economic Development is constraints on food truck operations in the Business Improvement District. There are several specific benefits to the community, including: ● Economic benefits include generation of additional sales tax revenue and potential attraction of customers from neighboring areas, contributing to local business growth and additional employment opportunities. ● Convenient dining and small-scale event options are also an important consideration for people moving to the area, adding to the property tax base. ● Aesthetically, a well-maintained multi-use facility can enhance the area’s appearance, positively impacting surrounding property values, attracting additional business, and enhancing urban revitalization of the area. 5 | Page Orton Engineering, LLC, 17338 Sunnydale Place, Caldwell, ID, 83607 Phone 208 350 9422 brentorton@ortonengineers.com Orton Engineering 17338 Sunnydale Place Caldwell, ID 83607 (208) 350 - 9416 brentorton@ortonengineers.com Events Center & Parking Lot Letter of Intent 424 Elgin - Special Use Permit Diamante Venue & Event Center Silvestre Castaneda 119 7th Ave S, Apt 2 Nampa, ID 83651-3855 ● The small-scale event center is designed to cater to families and neighbors in the area, contributing to improve community well-being through social interactions and events as well as family events and milestones. ● At just a half-mile walk from the Indian Creek Plaza, this center has foot traffic connectivity to surrounding areas and Caldwell attractions. Description of Operations Hours of operation are expected to be normal business hours as well as event use principally on weekends as late as mid-night (with possible cleanup after events extending beyond midnight). Food and drinks will be served at the location, including alcoholic beverages in accordance with conditions associated with the alcoholic beverage license recently issued by the State of Idaho. Food may be catered by the restaurant or may be brought by event holders, but alcohol must be served only in accordance with the State License. Recorded and live music will be featured inside the events center. Music amplification equipment will not be used outside the building after dark hours (1/2 hour after dusk) - and would only be expected for food truck events, if at all. The target clientele for events will primarily be families seeking to hold family events and community related needs such as practices for dance, gymnastics, martial arts, or the like. Fire Safety The facility is already fully equipped with a fire suppression system, alarm system, and fire extinguishers will be installed. The Project Owner intends to comply with all fire code requirements and requirements placed by the office of the Caldwell Fire Marshall. A fire inspection was recently held. Access points and roads are designed for adequate space for emergency vehicles to access the property. Stormwater & Drainage This site (parking lot) was completely paved as is visible on historic Google Earth Pro Imagery. At some point the pavement was broken up, possibly with intention for a change in use? A stormwater system was constructed with three DB-350 style drop inlets and what is believed to be infiltration galleries. No evidence of failure or detriment is evident on the site. No evidence of standing water can be observed on the site. The existing stormwater sediment interceptor/drop inlets (with baffles) have been recently cleaned and were subsequently inspected by Orton Engineering personnel. This system will continue service with a renewed pavement overlay (much of the previous pavement is still intact with significant gravel and dust accumulation over it) and landscape buffer. The Project Owner has already commissioned design of the parking lot restoration and landscape buffer. Previous traffic patterns will not worsen and are expected to improve on the basis of the family related clientele anticipated for this event venue. Potential Impact to Essential Services Need for essential services are anticipated to be improved under this use. Alignment With the Land Use Intention of the Area As a multi-purpose events center and restaurant, and occasional food truck venue, this events center will align with the purposes of the Traditional Neighborhood Zone providing opportunities for elucidated in the code and opportunities for neighbors to gather and enjoy food and each-other.
