CALDWELL CITY COUNCIL
SPECIAL WORKSHOP SESSION
MINUTES
APRIL 23, 2025
5:00 p.m.
Mayor Wagoner opened the meeting held in the Caldwell City Hall, Council Chambers, at 205 South 61 Avenue.
Council Members Present: Councilor Doty, Councilor Stadick, Councilor Register, Councilor Williams, Councilor Allgood,
and Councilor Dittenber.
(DISCUSSION REGARDING GENERAL FUND CASH BALANCE, REVENUE UPDATES, PERSONNEL COSTS,
EMPLOYEE PAY UPDATES AND EMPLOYEE PERFORMANCE VS. COLA)
Raelynn North, Finance Director, outlined the contents of spreadsheets provided to the Council Members for discussion about
General Fund cash balance, personnel costs, and revenue updates.
Discussion was held concerning the need for staff to closely track revenues versus expenditures within the General Fund
thereby reducing expenses wherever necessary. Ms. North reported that the FY-2026 departmental budget submissions must
indicate a balanced budget. Conversations are being held with the Caldwell Police Department and Caldwell Fire Department
leadership teams about possible reduction of expenditures in conjunction with the current budget cycle.
Councilor Williams addressed concerns with adequate allowance for constant expenses such as Persi, health and liability
insurance premiums, ongoing software subscriptions, etc. when drafting the FY-2026 budget. Ms. North concurred.
Councilor Allgood addressed the potential revenue shortfalls within the upcoming budget cycle. He emphasized that
recognizing the status of the budget today will assist with projections for the FY-2026 budget.
Racheile Castleberry, City Treasurer, commented that the sustainable revenue source for budget projections is property taxes.
Personnel costs are typically based on the property tax revenues. It is wise to be cautious to not steadily depend on variable
revenue such as licenses, permits, grants, etc. Prioritizing expenses for the upcoming budget is underway by the Appointed
Officials or Directors as they are working with the Finance Department.
The workshop session was dismissed at 6:25 p.m.
