Caldwell City Council:
We are strongly in opposition to the comprehensive plan map amendment from Business to Medium
Density Residential, rezoning from Community Commercial to Medium Density Residential,
or modification of the original development agreement
(Instrument No. 2022-012912) to allow for medium density residential townhouse style apartments in
Soterra Subdivision.
Our reasoning is that the original zoning in the City of Caldwell 2040 Comprehensive Plan took into
account planning for a balanced mix of residential properties and commercial services. We see new
apartments and recent residential development from Indiana to Farmway Road and think that more
commercial services are already needed to serve the residents of southwest Caldwell. Current zoning is
for commercial use running west continuously on the south side of Ustick from 10th Ave to Phyllis canal.
That provides for adjoining commercial use and should not be changed so that the Soterra developer can
increase residential density and gain from rental townhouses as proposed.
Stay with the Comprehensive Plan and deny the requested changes.
