Thank you! Dear Caldwell Planning & Zoning Department, I oppose Ardurra's/Soterra's request to rezone land from C2 (or B) to R2 housing near Kimball & Ustick. I will not be able to attend the hearing on September 25. Soterra's proposed 2- and 3-story townhouses/apartments would be much denser housing than the nearby R1 neighborhood. Caldwell's Zoning District Purpose Statement says R2 housing "...zones are primarily located in older neighborhoods...", but their adjacent, approved R1 housing hasn't even been built yet, and the neighboring, upscale Cumberland Estates homes are less than 12-years-old, some built as recently as 2024. At their January meeting, Soterra said these units will be rentals, and the drawings of this projected 90- unit apartment development looked to have minimal green space and minimal parking. At the statistical 5.8 daily round-trips-per-household (derived from U.S. Department of Transportation's Bureau of Transportation Statistics: "...Vehicle Trips Per State" May 31, 2017), that would bring 522 more daily, round trips to the area which would drastically increase residential traffic in our neighborhood and on 10th and Ustick streets. This would increase area noise levels, impose on our personal space and alter the character of our neighborhood in a negative way. The current 'C2 zoning status', intended "to fulfill general shopping, retail, and professional needs", was well thought out in Caldwell's current Comprehensive Plan, and its centralized location within the 'area of city impact' should retain its zoning status to serve needs of area neighborhoods (who will eventually be able to walk to services) as well as serve the general area west of Caldwell as it grows. As zoned, commercial development in this area could help reduce traffic which must currently go all the way across town to have their business needs met. If this area becomes 90 apartments, it won't have the potential to become a future community commercial asset. Please think long term and decline this proposed variance. Thank you!
