I'm just now getting my thoughts to paper regarding a proposed zone variance on land near my
neighborhood. Hope I'm sending it to the appropriate email address. If not, please correct me!
*Please maintain C-2 zoning status on acreage near Kimball and Ustick: Deny Soterra
Subdivision's request for variance.
Dear Planning & Zoning,
In January, I attended a neighborhood meeting sponsored by Soterra Subdivision in which
they proposed dense 2- and 3-story townhouse rentals be built adjacent to R-1 housing in
an area near Kimball & Ustick, currently zoned C2 (Community Commercial).
The current 'C2 zoning status', intended "to fulfill general shopping, retail, and professional
needs", was well thought out in Caldwell's current Comprehensive Plan, and its centralized
location within the 'area of city impact' should retain its zoning status to serve needs of
area neighborhoods as well as serve the general area west of Caldwell as it grows. As
planned, adjacent neighborhoods would be able to walk to services, and it would help cut
down on traffic that must currently go all the way across town to have their business needs
met. If this area becomes 59 townhouses, it won't have the potential to become a store, coffee
shop, hair salon, satellite library, restaurant, retirement housing or other future community
commercial asset.
The proposed R2 housing would be much more dense than the adjacent R1 neighborhood.
Caldwell's Zoning District Purpose Statement says R2 housing "...zones are primarily
located in older neighborhoods...", but the adjacent, approved R1 housing hasn't even been
built yet, and the upscale Cumberland Estates homes are less than 12-years old, some built as
recently as 2024. The projected 59-unit townhouses have minimal green space, minimal
parking, and at the statistical daily, 10-trips-per-household, would bring 590 more daily trips
to the area which would drastically increase residential traffic in our neighborhood and on
10th and Ustick streets. It would increase area noise levels and impose on our privacy and
personal space. This proposed variance would alter the character of our neighborhood in a
negative way.
