PLANNING AND ZONING COMMISSION
SPECIAL WORKSHOP MINUTES
Wednesday, February 26, 2025 @ 6:00 pm
City Hall, Council Chambers, 205 S. 6th Ave, Caldwell, Idaho
Chair Zamora called the meeting to order at: 6:00pm.

SPECIAL PRESENTATIONS.
Director Robin Collins and Senior Planner Joe Dodson presented Code Amendment package #2
by using a Power Point presentation.
• Comp Plan was passed by City Council
• No density bonus for R-1 zone
• Purpose of Amendments
• Article 1
o 10.02.02 (F)
o 10.01.02 (3) deleted
o 10.01.09 – attempts to resolve zoning designation issues – strengthen language
o 10.01.10 (7) Administrative Decision - the scope of that role was expanded from
the past meaning - more authority – does this lose accountability?
▪ Administrative Review by the Director or guidance of the director
o Def 194 – “extraordinary impact” definition comes out of impact fees
▪ Call out Development Impact Fees and who determines and explain why
it’s significant
o Def 234 – Hearing Examiner role
o Def 268 – infill development why was it changed?
▪ Qualify for flexibility in code
▪ 20 acres + should be enough land to comply with code
▪ Less than doesn’t allow for all code to apply
▪ Puts more responsibility on the developer to be more thoughtful
o Def 359 – roads meant for parking strip area reword definition
o Def 428 – why was the change made?
▪ Add word “ancillary”

• Article 2
o Noxious use –
o 10.02.04 – reference to authority as to who determines compliance
o 10.02.05 (D) – parking
▪ Reconsider rewriting so garage parking isn’t counted as total number of
parking spaces for residential dwellings10/0

• Article 3
o Paragraph (F)
o 10.03.13 (A-G) – unenforceable and out of place
▪ Move the types of design review in paragraph 3 before The General
Provisions
• Article 5-9 - Residential
o Triplexes not allowed in R-3 because those will be along highways and major arterial
roadways
o 10.05.02 – Intent - regulations offer certainty for what is allowed – boundaries are
pushed
▪ Land use table shows certainties and clarifies processes
o 10.05.02 (3)(C) – included in old R-1 zone
o 10.05.04(4) – setback measurements relationship between setback and easements
▪ Easement could be more restrictive
o 5.04 table lot size
▪ RS-1 seems cramped based on setbacks (for conservation area) should say
“R-1 dimensional standards”
▪ Clarify what that means
o Admin – table 10.05.05 – density allowance – change title to reflect the dual usage
• Article 6 – Commercial Use
o Land Use Table
▪ P* will have specific use provisions that will have to be met
o Bulk/Dimensional Standards
▪ Current code doesn’t have setback, height requirements
▪ Language still exists with some restrictions through specific use provisions
o 06.05 Density Allowance
▪ Only zone where residential is permitted in mixed use is in highway corridor
▪ Must be rezoned to H-C
o Industrial/Animal Slaughter house
▪ Allowed in M-2 with SUP but not in others
• Article 7 – Manufacturing and Industrial Zoning
• Article 8 – Urban Core
o Apartment buildings are required to provide their own parking - full standards on
their own site
o 10.08.08-1 Paragraph A
▪ Appears to favor the brick-and-mortar building – allowed
• Article 9 – Special Purpose
o Airport District feels excessively restrictive
o Jet aircraft mechanics = significant volume increase
• Article 11 – Overlay Zoning
• Article 12 – Specific Use

o Provides good structure and continuity
• Parking Amendments
• Landscaping, Buffering & Screening
• Multi-Family
o Related to 10.14.01(E) – not in addition to, but part of
• Density Bonus Program 10.03.18
o Prefer using SUP heard by commission and/or council
• Chapter 11
o How is it governed? Consistency is important
