subdivision, located at 5104 E Linden Street, Caldwell, ID 83605, under parcel number R35852. The
purpose of this development is to subdivide the existing 15.69-acre parcel into six individual light
industrial lots as outlined in the preliminary plat. Lot 1, sized at 0.09 acres, will host a pressurized
irrigation facility to be dedicated to the City of Caldwell. Lot 5, at 4.31 acres, will accommodate the
existing Montana Timber Products (MTP) building. Lots 2 through 4 will range from 1.81 to 3.21
acres and serve as light industrial parcels, while Lots 3 and 4 will specifically support the existing
staging areas. The property will retain its M-1 Light Industrial zoning classification.
Existing residential structures along the north side of the property, along Linden, will be removed
and residential access abandoned as part of the development. The property will be assessed from
a private drive named Barnwood Lane as shown on the plat.
The private drive, Barnwood Lane, will provide east-west access through the site, with water and
sewer lines installed beneath. The project does not propose direct access from Linden Street;
however, the south side of Linden will be widened to meet City of Caldwell standards.
Existing Site Conditions
The 15.69-acre property lies within the City of Caldwell and is zoned M-1 Light Industrial. It includes
the Montana Timber Products building at 2618 KCID Road and two residential structures on E
Linden Street, which are scheduled for removal. Additionally, a pumphouse pad is located in the
northwest corner of the property, intended to house the pressurized irrigation system to be
dedicated to the City of Caldwell.
Proposed Development
The proposed subdivision will divide the property into six lots:
Lot 1: 0.09 acres, designated for a pressurized irrigation facility.
Lot 2: 3.21 acres.
Lot 3: 2.39 acres.
Lot 4: 2.09 acres, serving existing staging areas.
Lot 5: 4.31 acres, housing the existing MTP building.
Lot 6: 1.81 acres, also serving existing staging areas.
The new subdivision will retain M-1 Light Industrial zoning across all parcels, aligning with the
intended use and surrounding development.
Request for Exclusion of Landscape BuƯer Along Barnwood Lane
As part of this proposal, we formally request an exclusion from the landscape buƯer requirement
along Barnwood Lane which is a private road contained completely within the industrial
subdivision. Per Caldwell City Code Section 10-07-08: STREET LANDSCAPE BUFFERS, the
requirement applies to specific roadway classifications. The buƯer requirements are as follows:
Local, residential, or nonclassified streets – 10 feet
Minor, major, or urban collectors – 15 feet
Minor arterials – 20 feet
Major or principal arterials – 25 feet
State Highway 20/26, State Highway 55, I-84 – 30 feet
However, per Section 10-07-08(A), local, residential, or nonclassified streets internal to
subdivisions in RS-1, RS-2, R-1, R-2, or R-3 zones, or wholly residential subdivisions, are not
required to have the ten-foot (10') wide street landscape buƯer. Additionally, Section 10-07-08(A)
explicitly states that private streets, access easements, alleys, and driveways do not require a
landscape buƯer.
Since Barnwood Lane is a private drive internal to the development, it does not meet the criteria for
a classified roadway requiring a buƯer. Furthermore, per Section 10-07-08(4), the landscape plan
reviewer has the discretion to approve buƯer width reductions based on site conditions, lot size,
right-of-way requirements, and topography. Given these provisions, we respectfully request that the
City confirm no landscape buƯer is required along Barnwood Lane. The required landscape buƯers
along KCID and Linden will still be installed providing the beautification and satisfying the city
requirement.
This request aligns with the City of Caldwell Code and promotes eƯicient land use while ensuring
compliance with applicable regulations. We appreciate the City’s review and consideration of this
request as part of the overall subdivision approval process.
