Re: Phase Plan - Development of Parcel 3
Dear Prelim Plat Committee, the purpose of this document is to provide a Phase Plan with respect to Hemlock
Developers, LLC platting and development of Parcel 3 (Parcel R3087701600). This Parcel 3 development, total
acreage of 7.799 acres, will consist of 3 Commercial Lots with Lot 1 being Middleton Retail Center, 1.192 acres, Lot 2
being Office Flex Space, 4.153 acres, and Lot 3 being Enclosed RV Storage, 2.454 acres.
Based on projected development, here is a Phase Plan for the City of Caldwell.
Note, based on economics, availability of materials, efficiency in pricing to develop partial lots or more at a specific
time, this Phase Plan “may be” altered at the developers discretion, but in any event, here is the most conservative plan
so that the City of Caldwell is properly informed pertaining to Hemlock Developers approvals for development.
Based on the Phase Plan below, the “Confirmed to be Done” items will for sure happen at once in entirety during that
particular phase. The “Add-on Options to be Done” are various scenarios that could be done, and note the multiple
Add-on Options to be Done listed below does Not assume that they all will be done together at once, but perhaps one or
more of these options could be done within that particular development phase.
1. Phase 1:
a. Confirmed to be Done - All civil related flat work specific to Lot 3 and Lot 1
b. Add-on Option to be Done - Civil Flat work for Lot 2
c. Add-on Option to be Done - Build Vertical Lot 1 and half of Lot 3
d. Add-on Option to be Done - Build Vertical Lot 1 and All of Lot 3
e. Add-on Option to be Done - Build Vertical half of Lot 3
f. Add-on Option to be Done - Build Vertical Lot 3 in Entirety
2. Phase 2:
g. Confirmed to be Done - Build Vertical half of Lot 3
h. Add-on Option to be Done - Civil Flat work for Lot 2
i. Add-on Option to be Done - Build Vertical Lot 1
j. Add-on Option to be Done - Build Vertical remaining half of Lot 3
k. Add-on Option to be Done - Build Vertical Lot 1 and remaining half of Lot 3
l. Add-on Option to be Done - Build Vertical Lot 1, remaining half of Lot 3, Civil Flat work for Lot 2
m. Add-on Option to be Done - Build Vertical Lot 1, remaining half of Lot 3, Civil Flat work for Lot 2, build half of
Lot 2
