I would like to provide public testimony for the City Council Hearing for Emery Sky PUD and PrePlat:
I am concerned that the TIS does not study the intersection of Midway Road and Moss Street. I
understand that Emery Sky would appear not to impact the intersection, but I have little doubt that it
will.
With the previous development of Windsor Creek and Brittany Heights, traffic on Moss Steet has
increased significantly. The bridge at the Caldwell Canal Feeder will allow Emery Sky residents to use
the “short cut” to get to that development as well. Moss Street is one of the quickest way from the
Midland and Karcher through to Lake. Residents on and around Moss Street have noticed a significant
increase in speeding on Moss and close calls at the intersection of Midway and Moss since the addition
of Brittany Heights and Windsor Creek due to residents using Moss instead of Lake or Homedale to
access those developments.
As shown in the graphic below, any traffic coming from Midland Blvd is likely to use Moss as it is the
most direct route to Emery Sky. If traffic is slow, especially around peak PM hours, many drivers already
turn at Midway to the traffic heading west on Karcher; likely residents of Emery will do the same and use
Moss as a “short cut” to avoid the signal at Lake.
I encourage the Council to require an update to the Traffic Impact Study to include this intersection. It’s
essential to fully understand the impact of adding a many more homes to the area before approving the
project. Having a complete report will allow staff and Council to understand any needed improvements,
and subsequently providing conditions of approval to account for these needs.
