CALDWELL URBAN RENEWAL AGENCY REGULARLY SCHEDULED MEETING MINUTES January 13, 2025 6:00 P.M. The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 6:00 p.m. in the Caldwell City Hall Council Chambers with Chairman Jim Porter presiding. (ROLL CALL) The URA Secretary called the roll. Present: Chairman Porter, Commissioner Warwick, Commissioner Doty, Commissioner Moore, Commissioner Allgood, and Commissioner Kohl. Absent: Commissioner Brooks. (CONFLICT OF INTEREST DECLARATION) None. (SPECIAL PRESENTATIONS) None. (AUDIENCE PARTICIPATION) None. (CONSENT CALENDAR) [All Consent Calendar items are considered action items] 1) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on December 9, 2024. MOTION CARRIED (UPDATE REPORTS — CURRENT APPROVED DEVELOPMENTS AND/OR PROJECTS) 1) Update Development Report: RRC Contractors (Blaine & Kimball) Chairman Porter received an email stating that Mr. Cooper was ill and would be unable to give his report. Steven Jenkins, Economic Development Director, reported that the bridge construction near the development site will no longer impact this project. There is still a power pole in the alley that the City is working to remediate so that the project timeline can move forward. 2) Update Development Report: TS Development (Arthur Street) Shawn Mavbon Mr. Maybon reported that he is on track and making good progress through the design work. He plans to have the contractor report on progress next month. He noted that permitting applications should be submitted this month and starting construction the next? 3) Update Development Report: Base Laver, LLC (North Caldwell — District 26) Shane Jiminez of Base Layer, LLC reported on updates using a PowerPoint presentation: • The current project has completed paving of the road, and they are awaiting better weather for striping. • Budget: Initially authorized to spend $624,136 and are coming in under that budget. • The goal of accessing the property has been achieved, including cleaning up the mink farm, and relocating power lines as necessary. Mr. Jiminez also asked about the next steps for development, and mentioned his team needs clarity on additional parts of the project: • The location of the road network and utilities/other infrastructure • How will ground water mitigation be addressed Mr. Jiminez recommended a 5-year plan be established so that end users can see the vision and will then be willing to invest in the area. Commissioner Allgood commented that the reason this area qualified for Urban Renewal investment is because it is difficult to develop, and asked about future infrastructure funding options through the Agency for this area. Mark Hilty, Agency Attorney, outlined some of the potential funding options that are typically available and noted that building the infrastructure will usually bring in the investors. In response to a question from Commissioner Kohl to Mr. Jiminez regarding what he needs from the Agency at this time, Mr. Jiminez responded that they would like guidance and a road map to move forward in developing the area. He suggested working or development sessions to identify a priority list that would include improvements needed with timelines. Mr. Hilty stated that working with City departments to incorporate road and street master plans and coordinate with ITD is typically needed. He also noted that past development has shown that as parcels within an area are purchased, sometimes the plans will change. In response to questions from Commissioner Moore regarding how the properties are being marketed, Mr. Jiminez provided a summary of the avenues they are using, and some of the challenges. The main challenges are that it is not yet known where the road network and utility access will be located, nor what ground water mitigation will look like. Commissioner Allgood noted that Mr. Hilty and Robb MacDonald, Public Works Director should probably be part of the conversation in how to move forward; Chairman Porter stated he would contact them before the next meeting to start identifying how to address challenges. 4) Update Development Report: 7" & Main Developer, LLC (Main Street) Dean Pape reported on continued conversations with two retailers for the ground floor retail spaces and noted that once agreements are executed, he will proceed with design of the retail space. He commented that the office spaces are not yet seeing good traction, and finding the right tenant is important. In response to a question from Commissioner Moore regarding parking for residents living downtown, Mr. Pape stated that parking proximity within a block or less is important. He also replied that he believes the need for residential downtown will continue. 5) Update Development Report: Wolfpack Development, LLC (905 Arthur Street) Keri Smith of Wolfpack Development was unable to attend in person and provided an email report for this project. She reported they are actively working on securing a lease option with a retail /food user, which will be a strong addition to Trolley Square. Additionally, they have obtained quotes for necessary tenant improvements and are awaiting the opportunity to meet with the prospective lessee to finalize details. (OLD BUSINESS) (ACTION ITEM: CONSIDER APPROVAL OF RESOLUTION NO.2024-22 APPROVING THE CERTIFICATE OF COMPLETION FOR THE MUSSELL CONSTRUCTION REDEVELOPMENT PROJECT ON CLEVELAND AND KIMBALL. Mark Hilty, Agency Attorney reported that the parking lot project is now complete, final inspections are done and all signed off. He noted that Planning & Zoning staff and Engineering staff went to the site to verify completion before signing off on the project. MOTIONED by Commissioner Doty, SECONDED by Commissioner Warwick to approve the certificate of completion for the Mussell Construction project on Cleveland Blvd. and Kimball Ave. Roll -call vote. Those absent or not voting: Commissioner Brooks. ul R;41091 URA TREASURER REPORT (ACTION ITEM: APPROVE MONTHLY CASH RECONCILIATION REPORT) Raelynn North, URA Treasurer, outlined the report details and recommended approval. She noted that there was a refund of a double -billing that resulted in reimbursement of $154,000 from Canyon County. She clarified that there are now additional reviews in place to avoid a repeat of this situation. In response to questions $om Commissioner Moore, Ms. North stated that the initial discrepancy between the Agency and Canyon County regarding project budget amounts remaining has been resolved. Those absent or not voting: Commissioner Brooks. PROJECT LIST UPDATE REPORT: Ms. North provided the project list as of 12/31/2024. She reported there was not a lot of movement since processing the previous invoices and stated that next month's project list will show the addition of the refund from Canyon County. She explained that one of the projects saw a project manager change within Engineering, and gave an overview of timelines for upcoming project construction. In response to a question from Ms. North regarding adding a URA North Area project section to the project list, Chairman Ported stated that the commissioners would like to see projects from the North Area on the project list going forward. Chairman Porter also referred to the 5-year Plan presentation provided by Ms. North at the December URA meeting. He noted conversations he has had with Commissioner Warwick, and her interest in working with Ms. North to develope a 5-year plan for urban renewal project areas. (ECONOMIC DEVELOPMENT REPORT FROM STEVEN JENKINS — DECEMBER 2024) Current Proiects Miscellaneous Updates: Project Bengal. finalizing plans with this big box grocer. They will make an announcement in the coming weeks on their location decision. Project Huskie (KSA Investments): Project continues to move forward. They are focused on a Marriott branded hotel that will serve Caldwell well. Project Sunny: actively reviewing properties with this brewery concept. They are interested in the upcoming RFP and will consider submitting a proposal. Project Razorback: a recent call with this big box retailer went well. They are evaluating properties for both short and long- term investment opportunities. Project Talen: fast casual concept interested in Caldwell. This will be their second location in the Treasure Valley and they are reviewing multiple sites. Amphitheater: continue to iron out the details for this proposed project. The site of interest has challenges, but it would surely help revitalize the area. They remain committed to Caldwell and believe in the future of this community. Project Tile: Plans are moving forward quickly for this retail sales project. After a recent meeting with the City, it is clear that this will be a great partnership. They will improve a site in east Caldwell for their retail sales store soon. The property will need to be annexed into the City of Caldwell. Project Retail: working with a developer on plans to bring a quick service location to Caldwell, along with a vehicle services operator and a c-store. This will be done on a site in east Caldwell. The property is currently under contract and plans continue to evolve. North Caldwell URA: Project Horizon: Most concerned with annexation. Discussions have been quiet but they are interested in learning more about the property of interest and a potential city touch in the future. Maverik: discussions have been moving forward. They are actively engaged with the city on their future plans for a c-store in the district. Weather Tight Roofing: anxious to move forward with plans. They will build a structure on 2 acres in North Caldwell but are navitagting challenegs with water and sewer infrastructure. The City is helping them consider options to get these services to their site. Downtown Updates The Vault cigar lounge will be coming to the City of Caldwell soon. They are planning a restaurant and cigar lounge concept at their location in downtown. The Griddle: Building improvements will occur this year and they are excited to move forward with plans to occupy space at 71 and Main. Additional Updates: According to Zillow, the 30-year fixed mortgage rate has decreased by three basis points to 6.31%, and the 15-year fixed rate has dropped by five basis points to 5.65%. As of October 2024, the inflation rate in the United States was 2.6%, a slight increase from the previous month's rate of 2.4%. This is lower than the long-term average of 3.28% (last year). Mr. Jenkins also provided tables and graphs showing different metrics comparing Idaho to other states: • States by GDP: Biggest 5-Year Growth, showing percent change at annual rate 2024:Q2-Q3—Idaho top ten. • Personal Income: Percent Change at Annual Rate, 2024:Q2-Q3—Idaho top ten • Unemployment by State, showing the unemployment rate across the nation. (ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM OFELIA MORALES — DECEMBER 2024) Downtown Updates: Project Gem Juice: Downtown business seeking new space near/around the plaza. Two options are now available, both are being explored. An offer has been made. They are in the due diligence phase. The space did not work out. We will continue to search. One option left at the moment. Continuing to look. Project Water: This business is seeking options for a currently owned building. A couple of options have been identified. Still seeking space, one of the spaces identified, owner is not interested in leasing at the moment. We will continue to search; they continue to do pop -ups at the moment. Project Sugar (Update): Seeking new location for business. Lease is about to expire. Couple of options. Project Market (Update): Local business seeking to bring various local vendors in one space. One space has been identified; however, the landlord is not ready to move forward as they are working on the building. New Projects: Project Cream: Retail business seeking to relocate their business downtown and a space has been identified; however, needs to sublease their current space. Project Bottle: New business seeking to, open in the downtown. Space has been identified. They are researching the needed licenses to open this type of concept. Project Stairs: Current retail business seeking new space. Spaces are limited due to the business seeking to stay within a specific lease rate. New Businesses: Oakes Alley Idaho Spice Store Baskin and Robbins opened this last weekend. Black Rock Coffee Bar opening soon. In response to a question from Chairman Porter, Ms. Morales noted that the Tilian vacancy rate is at 10 units In response to questions from Commissioner Moore, Ms. Morales gave a summary of the business climate downtown, and what she hears from businesses and the public regarding downtown residential in Caldwell. She also explained that businesses looking to expand downtown must often factor in needed upgrades/tenant improvement costs, and that lease rates can make moving to a new space more challenging. She noted that even with the challenges, there is still considerable interest. Attornev Reports: Attorney Report: Geintke URA Project Area. Chicago and 5a' Avenue. Mark Hilty, Agency Attorney, reported that the City Council approved the declaration of blight and appropriateness for URA involvement for the site. The next step is a feasibility study, which relies on determining the assessed value as of January 1, 2025. Ms. North noted that the assessed values would not likely be available until March 2025. Mr. Hilty anticipates having a draft plan put together in early March and coming before the Agency at that time. Once approved by the Agency, the City Council would then send it to Planning and Zoning for compliance with the Comprehensive Plan, then back to City Council for final approval. Lee Geintke, Chicago and 51 Avenue development, provided comments regarding the desirability of a larger Urban Renewal district in the North end of Caldwell, and expanded on opportunities he sees in that area for development. In response to questions from Commissioner Moore regarding the desirability of more residential spaces downtown. Mr. Gentke stated his view that promoting ownership of high -end residential units downtown —such as condominiums —would generate a greater positive impact on sustainability of downtown businesses, and greater engagement from the residents in and around Caldwell. Commissioner Warwick asked if Mr. Hilty's office would be able to create a checklist and general timeline that generally covers what the steps are in approving a site -specific urban renewal area? She felt it would be beneficial both for potential developers, as well as the Agency commissioners. Mr. Hilty replied that his office will work on a summary/timeline and noted that it is usually about an 8-month process. He added that he would provide the summary to each of the Commissioners, Economic Development, and other Agency staff. Attorney Report: Update on URA District Plan - Site -A — Downtown Caldwell. Kimball and Arthur. Mr. Hilty reported that the City Council approved the Site -A URA Plan at the December 16' meeting, and an RFP will be forthcoming soon; Commissioners requested that they see the RFP before it goes out. Commissioner Reports Commissioner Moore commented that he is saddened by the disasters in California happening now, and that he believes Caldwell will continue to grow. Chairman Porter stated that the Rice House is now sitting on its foundation, and it looks very good. There are plans to paint it soon, and the project is coming along nicely. He noted that URA involvement is now at an end for this project. He also expressed appreciation to Commissioners Doty and Allgood for their continued service with the URA.
