VI. OLD BUSINESS: None.
VIL NEW BUSINESS:
1. Introduce Chelsee Boehm from Canyon County Parks, Cultural & Natural Resources.
Chelsee Boehm shared the scope of her new position.
• Help manage the Historic Preservation Commission for Canyon County.
• Mitigation and liaison for other people/departments in Canyon County.
• Applying for and managing grants coming to the Canyon County from SHPO.
• Be a resource to anyone who is doing history projects in the Caldwell area.
• Being aware of population growth and development regarding saving historic resources.
• Reviewing agricultural resource surveys in the county to track the buildings eligible for
the National Register before they are destroyed.
• Assisting with research as needed regarding historic structures and resources.

:.fit `.Partdering with the Parks Department, Idaho Fish & Game, and the National Wildlife
Refuge at Lake Lowell.
• Willing to help the Caldwell Historic Preservation Commission in their endeavors.
• Attends the HPC meetings the 2nd Tuesday of each month at Lake Lowell Parks Office,
_ 12996Iowa Ave, Nampa Idaho.
2. Action Item: Move meetings to the 41 Monday of the month.
There was discussion regarding the reasons the CHPC commission is being asked to move their
meetings to the 4' Monday of the month. At least two of the commissioners have conflicts with
that day of the month. All present commissioners shared their concerns with moving the meeting
days. It was requested that staff do research for other possible days and locations for the new
CHPC meeting dates.
Motion made to continue this item to the next meeting on July 15th, to allow time for staff to
investigate different days, times and locations for CHPC meetings to move to.

VIII. COMMISSION/STAFF UPDATES AND REPORTS:
1. Chair Lyons: None.
2. Commissioner Bradshaw: Filming interviews with Chuck Randolf started today and proceeded
for six hours. CWI donated their time and expertise for all the interviews. A second date will be
set soon, and items will need to be gathered for the video to add to the stories. We can have access
to the archives on campus and the Caldwell Library.
3. Commissioner Patterson: Requested clarification on what historic home pictures she should be
taking and if the pictures should go along with the interviews that are being conducted with Chuck
Randolf. It was determined that new pictures of all the historic homes would be beneficial.
4. Commissioner Nothdurft: Absent.
5. Commissioner O'Berry: Received access to the Steunenberg Residential Historic District
Facebook page and contacted the event planner for the city to request appropriate documents
before posting. Proposed commissioner of the week postings as well as reviewing documents in
the archives at the library to start posting interesting things that happened in the past in Caldwell
on specific days. Discussion about changing the name of the Facebook page to incorporate more
of the historic district than just Steuneuberg area. I£ the page cannot be adjusted, a new page could
be created to Caldwell Historic Preservation Commission page. Proper city branding should also
be adhered to.
6. Morgan Bessaw: Reached out to the Idaho State Historical Society and received information
about training. The society could provide Preservation 101 training if the commission is
interested. Also, SHPO paid for all certified governments to be part of the NAPC and webinars.
We will work on getting all commissioners signed into those resources.
Bessaw also shared information on Accessory Dwelling Units (ADUs) and how there are draft
code amendments in process that may make it easier to implement ADUs across the City. The
historic district does not currently permit ADUs; staff would like the Commission to consider
whether they want to amend their code to permit ADUs while the other amendments are also

underway. Staff reached out to SHPO, and they were not opposed to the change. Anything that
could possibly change in the historic district will be brought to the Historic Preservation
Commission for discussion as the conversations continue. Concerns about adequate parking in the
historic district were discussed. Additional information can be found in the code 10-02-04:
Accessory Buildings, Structures, and Uses, subsection letter O. Additional information was
requested from staff about other cities and their ADU allowances in historic districts to be
provided at the next meeting.
