Simplot Blvd. Dear Ms. Williams, The Planning and Zoning staff has completed the review of SIT24-000011 for 312 W. Simplot Blvd. (Parcel R0232500000) and has found the following: Caldwell City Code 10-07-08 requires a 25’ deep landscape buffer along the entire Simplot Blvd. frontage, which is designated as a major arterial. Code section 10-07-08(9) prohibits fences within the street landscape buffer. The applicant is proposing a fence, which shall be conditioned to be located outside the buffer. The code further requires one tree for every 35’ of frontage and one shrub for every 7’ of street frontage. The site has 300 feet of frontage and therefore requires 9 trees and at least 43 shrubs, which are shown in the attached landscape plan. There are overhead power lines located above the landscape buffer. In accordance with Idaho Power guidelines, all trees located within the buffer shall be Class I trees. Therefore, it shall be conditioned that the three (3) Class II trees in the plan be replaced with a suitable Class II tree prior to installation. The attached Site plan/landscape plan for SIT 24-000011 is hereby APPROVED by the Planning and Zoning Staff subject to the following condition: 1. All fencing shall be located outside the 25’ landscape buffer. 2. The three (3) Class II trees in the plan shall be replaced with a Class I tree prior to installation. 3. All improvements and access points within the Idaho Transportation Department (ITD) right-of- way are subject to separate approvals by ITD.
