HomeMy WebLinkAboutTrip Generation Statement_Mason Creek Commercial_V1 www.focusutah.com 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 To: Idaho Transportation Department From: Jason Watson, PE, PTOE FOCUS Engineering & Surveying, LLC File: Middleton and Chinden Mixed-Use Development Date: April 12, 2023 Reference: Middleton and Chinden Mixed-Use Development Traffic Statement INTRODUCTION FOCUS Engineering and Surveying, LLC (FOCUS) has been retained to complete a Traffic Statement for the Middleton and Chinden Mixed-Use Development in Caldwell, Idaho. The purpose of this study is to project the number of vehicles that will be entering and exiting the proposed site onto US-20/26 and Middleton Road during typical peak hours. The proposed mixed-use development will have two accesses. Access 1 connects to US- 20/26 (Chinden Blvd) to the south and Access 2 connects to Middleton Road to the east. This new mixed-use development will consist of a bank, an oil change/service station, a gas station, 23,800 SF of retail, a coffee shop, a fast-food restaurant, and a storage facility. The total site consists of roughly 12 acres. Exhibit 1 illustrates the vicinity map of the proposed project site. Exhibit 1 – Project Vicinity Map Middleton & Chinden Mixed-Use Development Page 2 of 9 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 www.focusutah.com EXISTING CONDITIONS Surrounding Land Uses The proposed Middleton and Chinden Mixed-Used Development is located on the northwest corner of the US-20/26 and Middleton Road intersection. The proposed parcel of land for the proposed development is currently vacant land with a canal that runs along the north boundary. This proposed development is located within the city limits of Caldwell. Existing Roadways US-20/26 (Chinden): US-20 and US-26 run along the south boundary of this project. These roads are also named Chinden Blvd. further to the east. For purposes of this study, we are using the US-20/26 naming for this road. US-20/26 is a major roadway through this study area and extends east and west through Caldwell’s city limits. US-20/26 currently consists of one lane in each direction and is located on the south of the proposed development. Idaho Transportation Department (ITD) is planning to widen this roadway to two-lanes in each direction with raised medians to control access along this corridor. US-20/26 provides access to I-84 to the west of the proposed development, and it is posted at 55 mph. Middleton Road: Middleton Road is a two-lane roadway that runs north and south through the city limits. Middleton Road runs along the east boundary of the mixed-use development. Middleton Road currently consists of one lane in each direction along the frontage of this development. As development occurs, Middleton Road will be widened to two lanes in each direction as has been completed just north of this development. Middleton Road is posted at 50 mph and provides connectivity to the surrounding neighborhoods. PROPOSED SITE CONDITIONS The proposed Mixed-Use Development will consist of a bank, an oil change/service station, a gas station, a 7,500 SF of retail, a 16,300 SF of retail, a coffee shop, a fast-food restaurant, and a storage facility on roughly 12 acres. Since the two accesses will both be built as right-in and right-out intersections, it is projected that 70% of the site traffic will exit and enter the proposed development from Access 1 onto US-20/26. This is due to the accessibility of this access for vehicles coming from the east and south. It is projected 30% of the site traffic will exit and enter the proposed development from Access 2 onto Middleton Road. Access 2 will function for vehicles coming from the north. Vehicles coming from the west will most likely make a U- Turn at the intersection or will use other roadways to end up coming from the north or Middleton & Chinden Mixed-Use Development Page 3 of 9 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 www.focusutah.com south. It is assuming that most cars will prefer to enter and exit from Access 1 due to its local traffic circumstances and accessibility to US-84. It is anticipated this development will be built-out and occupied by 2025. Refer to Exhibit 2 for the proposed layout of the Middleton and Chinden Mixed-Use Development. Exhibit 2 – Site Plan for Middleton and Chinden Mixed-Use TRIP GENERATION The proposed land is roughly 12 acres. Using land use code 151 for Mini-Warehouse, 912 for Drive-in Bank, 941 for Quick Lubrication Vehicle Shop, 822 for Strip Retail Plaza, 945 for Gas Station, 934 for Fast-Food Restaurant and 937 for Coffee Shop, trip generation rates are determined using the 11th Edition of the Trip Generation Manual. This manual is an information report, published by the Institute of Transportation Engineers (ITE). Information on each land use from the ITE Trip Generation Manual can be found in the appendix of this Statement. Trips generated by the proposed development, which will occur during the peak hours of the proposed development, were used for the analysis. The trips generated from the proposed development are presented in Table 1. GFA 2 1067 88 84 39 39 Total 9046 464 427 426 424 As can be seen in Table 1, it is anticipated the total number of trips generated during the AM peak hour will be 891 with 464 entering the site and 427 exiting the site. During the PM peak hour, it is anticipated 850 trips will be generated, with 426 entering the site and 424 exiting the stie. It is anticipated on a typical weekday; this mixed-use development will generate 9,046 total daily trips. SITE TRAFFIC DISTRIBUTION Based on the local traffic conditions and accessibility, it is assumed 70% of the vehicles will enter and exit Access 1 onto US-20/26. The remaining 30% will enter and exit using Access 2 onto Middleton Road. since it will be constructed as a right-in and right-out access. This is estimated from the surrounding land uses and access to major roadways and freeways. Refer to Exhibit 3 for the proposed site traffic distribution of the Middleton and Chinden Mixed-Use development. Site traffic Distribution and Table 1. Trip Generation, site traffic volumes are obtained by considering the site traffic distribution and trip generation volumes from the ITE Trip Generation Manual. Refer to Exhibit 4 for the project site traffic volumes of the Middleton and Chinden Mixed-Use Development. The peak hour traffic data was obtained from COMPASS, and the Monthly Average Hourly Traffic Reports used for these two roadways can be found in the appendix of this Statement. In accordance with the traffic data obtained from COMPASS, the traffic volumes of westbound through movements for US-20/26 is found to be 511 trips in the AM peak hour and 615 trips in the PM peak hour. The traffic volumes of southbound movements for Middleton Road have a total of 597 trips in the AM peak hour and 662 trips in the PM peak hour. Following the District Policy as outlined in 7106.4.4, the proposed Accesses were analyzed for turn lane warrants along US-20/26 and Middleton Road with the addition of the Middleton & Chinden Mixed-Use Development Page 7 of 9 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 www.focusutah.com Middleton and Chinden Mixed-Use Development. By combining the anticipated trips generated by this development and entering the proposed site with the thru traffic volumes gathered from COMPASS, the following analysis was conducted. Access 1 & US-20/26 Westbound Right Turn Lane: Warrant AM Westbound Right Turn Volume = 325 vph AM Major Road Volume = 554 vph PM Westbound Right Turn Volume = 298 vph PM Major Road Volume = 657 vph = AM Peak Hour Volumes at Access #1 and US-20/26 Intersection = PM Peak Hour Volumes at Access #1 and US-20/26 Intersection Access 2 & Middleton Road Southbound Right Turn Lane: Warrant Middleton & Chinden Mixed-Use Development Page 8 of 9 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 www.focusutah.com AM Southbound Right Turn Volume = 139 vph AM Major Road Volume = 597 vph PM Southbound Right Turn Volume = 128 vph PM Major Road Volume = 662 vph = AM Peak Hour Volumes at Access #2 and Middleton Road Intersection = PM Peak Hour Volumes at Access #2 and Middleton Road Intersection According to the results of the turn lane warrant analysis for these two intersections, the intersection of Access 1 and US-20/26 warrants a sperate right turn lane. The intersection of Access 2 and Middleton Road warrants a sperate a right turn lane as well. Middleton & Chinden Mixed-Use Development Page 9 of 9 6949 South High Tech Drive Suite 200 Midvale, UT 84047 801.352.0075 www.focusutah.com CONCLUSION AND RECOMMENDATIONS The new proposed Middleton and Chinden Mixed-Use Development will consist of multiple commercial land uses. This development will consist of a bank, an oil change/service station, a gas station, 23,800 SF of retail, a coffee shop, a fast-food restaurant, and a storage facility. From the Trip Generation Manuals from ITE, this development is anticipated to generate roughly 891 vehicles in the AM peak hour, with 464 entering the site and 427 exiting the site. In the PM peak hour, it is anticipated a total trip generation of 850 vehicles with 426 entering the site and 424 exiting the stie. The proposed development is anticipated to generated 9,046 daily trips on a typical weekday. With the amount of traffic entering and exiting Access 1 and Access 2 along US-20/26 and Middleton Road, it is recommended to add a separate westbound right turn lane along US-20/26 at Access 1. It is also recommended a separate southbound right turn lane be constructed along Middleton Road at Access 2. It is anticipated that most traffic will enter and exit the propose development through US- 20/26 and each access should be designed as right-in and right-out to meet city standards with one lane entering and one lane exiting. With the improvements along US- 20/26 that are planned by ITD, and the addition of a separate westbound right turn lane, the traffic should flow smooth. It is assumed Caldwell City, along with future development along Middleton Road, will widen Middleton Road to two lanes in each direction.
