Z4-07 RESOLUTION AUTHORIZING THE MAYOR AND CITY COUNCIL TO ADOPT A POLICY FOR SEASON GOLF PASSES FOR CITY OF CALDWELL RETIRED EMPLOYEES AND ELECTED OFFICIALS. BE IT RESOLVED that the Mayor and City Council of the City of Caldwell, Canyon County, Idaho, be and the same hereby are, authorized to adopt a policy for season golf passes for City of Caldwell retired employees and elected officials and setting an effective date of February 5, 2007. APPROVED BY THE MAYOR of the City of Caldwell this 5°i day of February 2007. ]AN IS o ATTEST: 'IZCIOUNTI �•• City Clerk Mayor CITY OF CALDWELL POLICY FOR SEASON GOLF PASS FOR RETIRED EMPLOYEES AND ELECTED OFFICIALS To: The Mayor and City Council Members From: Monica Jones, Human Resources Director/City Clerk Date: January 31, 2007 Subject: Season Golf Pass for Retired Employees The City of Caldwell proposes to establish a policy regarding season golf pass privileges for retired employees and for elected officials. The City desires to recognize employees and elected officials who have served this city. It was discussed during the monthly staff meeting, and employees agreed that employees who have 20+ years of service and have retired from the City should be granted a season golf pass at the same rate that current employees pay for a season pass. In addition, elected officials that have served two terms should be granted the same privilege. It is my recommendation that a policy be approved which allows retired employees with 20+ years of service to purchase season golf passes at the cost that active employees' pay, which is currently $150.00. In addition, elected officials who have served two terms or more would be afforded the same privilege. However, any elected official who currently has a lifetime pass would be grandfathered in and would not be subject to this policy. The adopted 2007 Golf Fee schedule distinguishes between a restricted pass and an unrestricted pass. Employees and elected officials that purchased a season golf pass in 2006 will be eligible to purchase a 2007 season pass with unrestricted play. The ability to purchase a season pass with unrestricted play will continue until the employee or elected official has a year that they do not purchase a season pass. I request the approval of City Council to adopt this policy with an effective date of February 5, 2007. RESOLUTION No. 17549(A) AMENDING RESOLUTION 175-19 TO INCLUDE FAIRVIEW GOLF COURSE RESOLUTION TO DISCONTINUE THE ISSUANCE OF LIFETIME GOLF PASSES FOR THE PURPLE SAGE MUNICIPAL GOLF COURSE AND THE FAIRVIEW GOLF COURSE. WHEREAS, the Caldwell City Council Minutes of January 17, 1966 and February 7, 1966 reference the issuance of "Lifetime Golf Passes" to all past mayors or council members who have served a full term and effective when age 65 is attained; and WHEREAS, the Caldwell Golf Board minutes reference the issuance of Lifetime Golf Passes to individuals throughout the years since the policy was established in 1966 (including gifting those who were not sixty-five years of age); and WHEREAS, the policy has not been consistently observed by Mayoral administrations from 1966 to present; and WHEREAS, the Purple Sage Golf Course and Fairview Golf Course leadership has questioned the necessity to continue the practice of issuing and honoring Lifetime Golf Passes in light of the ongoing review of policies and practices by departmental staff, THEREFORE, be it resolved that effective immediately upon approval of this said resolution that no further Lifetime Golf Passes will be issued by the City of Caldwell including boards, commissions, or departments associated with the City of Caldwell; and BE IT FURTHER RESOLVED, that the Lifetime Golf Passes issued prior to the effective date of this Resolution will be honored until the pass is no longer valid due to the death of the individual, noting that the Lifetime Golf Pass is non -transferable; and BE IT HEREBY RESOLVED that said Lifetime Golf Passes honored by Purple Sage Golf Course and Fairview Golf Course staff would resemble those referenced as "EXHIBIT A" hereto attached. Debbie, We had three people grandfathered for lifetime passes before the rule was changed. It was Danny, Garrett and the third was a lady who I can't remember her name but she plays like three times a year. The employee there let me play, but said passes are activated on February 1 st. I was under the assumption it carried over each year. I have not played at Purple Sage yet, but do they need to be notified before I play there as well? I know last year you took care of this for me.
