Online Application Submittal Instructions
The City of Caldwell Planning and Zoning Department utilizes an online application portal for
submission of all applications, documents, plans, and payment of fees.
Step 1:
• Log in or create an account in Citizenserve (Citizenserve Users Guide)
• Select your permit and/or application type and enter in all required information.
Step 2
• Pay fees online via Citizenserve. You will receive an email from Citizenserve directing you to
make a payment once staff have reviewed your application.
Drawing Submittal Instructions:
1. All plan sheets must be uploaded in PDF format only (no CAD, JPEG, TIFF, PNG, etc.)
2. All plan sheets must be to scale.
3. All plan sheets must be uploaded to Citizenserve.
1. All applications, checklists, calculations, reports, drawings, plans, and other supporting
documents must be uploaded as single-sided pdf’s and must be legible and in a high-definition
format.

Subject: Oregon Commons Plat Time Extension
Dear friends,
We are requesting an extension for the previously approved Oregon Commons Plat, TE23-000013 PUD-
21P-01, current expiration date December 7, 2024.
As you are aware, the city has approved construction drawings for this project, so it is ready to move
forward to construction.
We are requesting this extension because:
1- Time is insufficient to complete construction before the expiration of our first extension.
2- We have found information that identifies efficiencies in the storm water management system,
which are presently being re-designed to conform to the city’s most recent storm water manual.
a. We are working with the US Bureau of Reclamation for permission to overflow into the
Dixie Drain when the 25-year design storm is exceeded. Communication with the
Bureau has been favorable, and we anticipate this request will be approved.
b. Ambiguities in the previously collected infiltration tests led to significant over excavation
and backfill for the storm water pond which updated testing shows to be unnecessary.
c. The construction drawings will be amended only with respect to the storm water pond
design.
We kindly ask for an extension of two years (December 7, 2026) to enable us to finalize the stormwater
redesign, and complete construction and final plat processes.
We appreciate your consideration of our request and the city team’s wonderful assistance on this effort.
