Dear Planning Staff, Commissioners, and Council Members,
On behalf of Seddie Caldwell II LLC, Ardurra, Inc. is pleased to submit applicatfons for Preliminary Plat
and Development Agreement Modificatfon to facilitate the development of Tuscan Ridge Subdivision
located on the southeast corner of Orchard Avenue and Indiana Avenue. As discussed at our roundtable
meetfng held on September 7, 2023, Tuscan Ridge Subdivision is a multf-lot single-family residentfal
subdivision.
Comprehensive Plan – Low-Density Residential
The 2040 Comprehensive Plan designates this subject property as Low-Density Residentfal. This project
proposes low-density single-family detached residentfal homes with an R-1 zoning classificatfon and a
proposed density of 2.70 dwelling units per acre. This project is consistent with the Comprehensive Plan
and current zoning designatfon on the property.
Project Design:
Tuscan Ridge Subdivision has been designed as a low-density residentfal subdivision with a zoning
designatfon of R-1 and a residentfal density of 2.70 dwelling units per acre. The 78.45-acre development
will include 212 single-family lots and 38 common lots with a total of 16.27 acres or 20.7 percent open
space with 9.21 acres or 11.7% of qualified open space. The minimum lot size is 7,929 SF, with an
average lot size of 8,848 SF and a maximum lot size of 15,563 SF. This project will be developed in five
phases, each in full compliance with the R-1 development requirements outlined in the City of Caldwell's
Comprehensive Plan and Caldwell's city code.
Currently, an out parcel on the property houses a municipal well owned by the City of Caldwell. This
development will maintain access for operatfon and maintenance purposes.
Open Space and Amenities:
This development will have 16.27 acres or 20.07 of open space, with 9.21 acres or 11.07% of qualifying
open space.
Tuscan Ridge Subdivision is designed to comply with the R-1 single-family Ordinance and the City of
Caldwell's Landscaping Ordinance. The objectfve is to create a vibrant and thoughtiully designed
development. As per the R-1 residentfal development requirements, a minimum of six percent (6%) of
usable open space must be allocated. In the case of Tuscan Ridge Subdivision, we have designated 9.21
acres, which accounts for 11.7% of the qualified open space. Per city requirements, this development
offers a variety of amenitfes, which we have located throughout the site. The development will have a
major and micro pathway system connectfng to larger open space areas. The community also has a full
basketball court and a pickleball court. Furthermore, the stormwater retentfon areas throughout the site
provide an additfonal 7.06 acres of usable open space.
Roadways:
This development proposes constructfng 17 new local roads with ingress/egress on Orchard and Indiana.
All newly built local streets will include curb, gutter, and a 5-foot attached sidewalk. Orchard Road will be
widened to include a minimum 20-foot landscape buffer, 8.5-foot parkway, 7-foot attached sidewalk, and
56.5 roadway width. Indiana improvements include a 20-foot landscape buffer, a 5-foot parkway, and a
7-foot attached sidewalk. The newly constructed half sectfon of Smith Ave will have a 20-foot landscape
buffer, 5-foot parkway strip, 7-foot attached sidewalk, and 26-foot roadway width to the back of the
curb. The roadways will be built to the standards set forth by the City of Caldwell and the Caldwell Fire
Department.
Water:
This development is proposed to connect to existfng 12" water mains in Indiana Ave and Orchard Ave,
respectfvely. Another connectfon is proposed to the 12" mainline between the well locatfon and Orchard
Ave.
Sewer:
This development will connect to an existfng sewer manhole approximately 1,280 feet east of the
Indiana Ave/Orchard Ave intersectfon.
Pressurized Irrigatfon:
This development proposes a new pressure irrigatfon pump statfon off Orchard Ave that the Forest Canal
will supply and a supplemental groundwater well. Pressure irrigatfon mains will be provided throughout
the site and sized during the final design.
Stormwater:
This development proposes several storm drain retentfon facilitfes throughout the development. These
facilitfes will consist of underground percolatfon/storage along with above-ground storage. Each facility
will have a grass bottom, creatfng a suitable surface as defined in the City of Caldwell code.
Development Agreement Modification:
This applicatfon requests a development agreement modificatfon to the existfng development ( DA-06-
10) for Sienna Hills Subdivision (ANN-114-06/SUB-141P-06) to accommodate the newly proposed Tuscan
Ridge Subdivision.
Tuscan Ridge Subdivision will be an excellent additfon to the Caldwell community. As you complete your
