Canyon County Sheriff Office & County Campus Parking
Dear Mr. Coleman,
We have received your request for an administrative determination on the required
number of off-street parking spaces for the proposed Canyon County Sheriff Office (1203
Albany St.).
The current off-street parking code requires 1 space for every 400 square feet of gross floor
area for the proposed new Canyon County Sheriff Office (CCSO) building. According to the
submitted narrative and plans, the proposed CCSO building at 1203 Albany is 82,852 square
feet in total with 15,518 square feet being garage/parking area on the first floor and the
remaining 67,334 square feet being the office occupancy area. Therefore, the minimum
number of parking spaces required by code should be based off of the 67,334 square feet
and equates to 168 spaces.
The Applicant is proposing to account for the required parking through 34 garage spaces on
the first floor of the building and a future parking lot located south of the proposed
building (currently 1212, 1218, and 1224 Albany St. and potentially existing ROW to be
vacated). It is anticipated that the new parking area will contain at least 96 new off-street
spaces which brings the total new spaces proposed to 130 spaces, 38 spaces short of the
minimum required by code.
Therefore, Staff looked at the total County parking within the County campus area and the
approximate total parking needed for the entire site based on all the buildings and uses.
Office space requires 1 space/400 square feet of area; the campus area has approximately
220,000 square feet of office space which equates to 550 off-street parking spaces being
required at this time. According to the Applicant and confirmed by aerial imagery, the
campus currently has approximately 680 off-street parking spaces; approximately 130
above the minimum required for the current building areas.
Caldwell City Code (CCC) 10-02-05 allows the Applicant to request the Director look at the
overall parking counts and determine if the code required parking is necessary for a new
building. As noted above, the existing parking counts exceed the current code
requirements for the existing campus and can provide approximately 130 spaces toward
the newly required parking with the addition of the proposed Sheriff’s office.
Overall, once the proposed building and the new parking are constructed, the total parking
for the County campus area will be approximately 810 off-street spaces. This is
approximately 60 more spaces than what will be required for the campus area once the
new building is constructed. In addition to the off-street parking, there are a number of
on-street spaces that are utilized by both staff and customers of the County. Staff
estimates there are at least 140 on-street spaces throughout the campus area that are
utilized. Therefore, the overall parking count for the Canyon County campus area exceeds
code requirements.
In addition to the parking count, the first floor of the new CCSO building proposes 34
parking garage spaces that are slightly wider and slightly shorter than code requirements
with a drive aisle that is approximately one-half foot less than code requirements (see
attached exhibit from the BC24-000197 building permit submittal). The City of Caldwell
does not currently have different parking stall design standards for parking garage spaces,
so the Applicant has proposed the noted revised dimensions that Staff supports.
After review of the proposed request and the provided information regarding the overall
parking plan for the Canyon County campus, Staff finds the proposed off-street parking
count is sufficient for the proposed use(s). However, due to the noted construction timing
of both the new CCSO building and the new parking lot that will be needed to meet the
required off-street parking, Staff has included a condition of approval:
No Certificate of Occupancy for the B Occupancy of the CCSO building shall
be signed by the Planning and Zoning Division until such time as the new
parking lot at 1212, 1218, & 1224 Albany Street is constructed and striped
according to all code requirements.
