HomeMy WebLinkAboutAD24-000009_Home Depot Parking - Approval Letter September 20, 2024 Attn: Dan Zoldak, Lars Andersen & Associates DZoldak@larsandersen.com RE: Administrative Determination AD24-000009 – Home Depot Parking Dear Mr. Zoldak, We have received your request for an administrative determination on the required number of off-street parking spaces for a proposed Home Depot big box store located at 4202 HWY 20/26 (Parcel #R35307). The proposed use a permitted use on the property due to existing entitlements on the property. The current off-street parking code requires 1 space for every 250 square feet of gross floor area for the entire Home Depot store, including the garden center. The Director has determined the garden center (approximately 28,000 square feet in area) should be parked at a different ratio due to its use not being the same as the big box retail of the overall Home Depot. Therefore, the minimum parking required by code is 486 off-street parking spaces; the minimum number of bicycle parking required is 73 spaces (15% of the number of automobile spaces). According to the submitted plans, the Applicant is proposing 371 off- street parking spaces and 14 bicycle spaces. The proposed ratios are: 1 parking space for approximately every 363 square feet and a bicycle parking ratio of 3.8%. Staff finds the proposed off-street parking ratio of 1/363 is appropriate due to the nature of the use, the submitted narrative, and existence of a large percentage of the floor area of the proposed structure being racks for product and not patrons. Staff does not support the proposed low ratio of bicycle parking spaces as the intent of the bicycle parking is not only for customers but also employees to have the opportunity to store their bicycle in a secure location. Therefore, Staff will approve a minimum 10 bicycle racks (20 spaces) instead of the proposed seven (7) bicycle racks or the required 73 spaces. Please let me know if you have any questions!
