Dear Ms. Cabello:
On behalf of Valvoline, LLC, please accept this project narrative and the enclosed supplemental materials
as Valvoline’s application and request for your review and approval of a proposed Administrative
Determination for parking reduction of the Valvoline Instant Oil Change located at 504 N 21st Ave, Caldwell,
ID.
Valvoline’s operations and customer service are built on maximizing customer comfort and efficiency.
Valvoline’s mission to “provide quick, easy, trusted oil changes and preventive maintenance with speed and
precision and get customers back on the road quickly and safely” has led to the success of the company
since 1986. Today, Valvoline owns and operates more than 1700 stay-in-your-car oil change locations, and
more than 700 franchises locations in the United States and Canada.
The proposed Valvoline Instant Oil Change would be constructed on a currently vacant pad site within an
existing development. Valvoline’s pad is anticipated to be approximately 1.20 acre and the building will
have a 1,664 sf footprint with a 1,498 sf basement and will provide two services bays for oil change and
service as well as a small customer waiting area, restroom, office, and ancillary spaces. Valvoline would
provide 8 parking stalls, including one (1) ADA stall.
The site will provide 8 parking spaces which meets the parking demand requirement for the gross floor
area, as described below. Valvoline’s operations require customers to stay in their vehicles during the
entirety of service, watching technicians on a computer screen. Payment is also made thru this computer,
completing the entire service process in as little as 15 minutes. Therefore, parking is primarily for
employees and the occasionally guest. The new oil change facility in will employ up to two service
providers per bay, plus two additional customer service employees at full capacity. Based on Valvoline’s
business model, this is how they calculate their parking space needs. Per the zoning code, a minimum of 6
parking stalls are required, and Valvoline is proposing 8 stalls.
The traffic generated by the proposed use will not unduly burden the traffic circulation in the vicinity.

Valvoline is categorized as low traffic with typical 16 peak trips per day, 6 in the morning hours and 10 in
the evening. Analysis results will conclude this development is not expected to negatively impact the
adjacent roadway network. Due to general parking configuration, as well as number of que spots available
relative to expected number of cars, there will not be a backup of vehicles into the adjacent roadway.
Most of the use’s activities occur indoors and the use of the parking and loading areas will not increase at
any one time due to scheduling. In summary, Valvoline has configured a parking lot for customers and
employees that more than adequately meets operational needs and city requirements.
