Mayor Wagoner opened the meeting at 6:00 p.m. at the Caldwell City Hall Council Chambers. Those in attendance
included the City Council Members and the Planning & Zoning Commission Members.
The City Clerk called the Roll of the City Council Members present: Doty, Williams, Dittenber, and Allgood. Absent:
Register and Stadick.0
Planning & Zoning Commission Members present. Commissioner Boutros, Commissioner Whitbeck, and Commissioner
Harmon.
(WORSHOP FOR THE PURPOSE OF DISCUSSION COORDINATION AND COLLABORATION ON LAND -
USE ISSUES)
Robin Collins, Planning & Zoning Director, provided an overview of information that would be brought forward tonight
in the workshop. A summary of the history of updating the Comprehensive Plan was provided:
The Comprehensive Plan update, which began in October of2023, is nearing its final states and is proposed io be presented
for final adoption by Council in February of 2025.
The Comprehensive Plan process included establishing a Comprehensive Plan Committee, which included representatives
from the residential and business community, land developers and builders, non profits and community organizations,
representatives from the Planning & Zoning Commission, City Council the Urban Renewal Agency, city departments and
partner agencies like Destination Caldwell, city of Nampa, Valley regional Tranis, College of Idaho, Vallivue School
District, Caldwell School District, and Idaho Power.
The process also included a variety of opportunities for public engagement and participation to include social media
campaigns, a dedicated website (planscaldwell.com), surveys, interactive mapping excises, workshops, and public open
houses.
This workshop will provide a more in-depth look at the proposed land use map prior to going out for final public comments
before taking the comprehensive plan to public hearing before the Planning & zoning Commission. Staff are diligently
working on our 2`11 code amendment package that will be present to the City Council far consideration at the 2'" meeting
in February2025 These code ordinance amendments will include amendments that have be discussed with Council during
previous workshops this year but will also include the necessary amendments to the code for implementation of the
comprehensive plan.
Jose Moss of Logan Simpson of Salt Lake City, Utah outlined the contents of the proposed City of Caldwell
Comprehensive Plan by use of a PowerPoint presentation.
Councilor Doty recommended that residential uses should not be allowed next an industrial use. He expressed his
appreciation for city staff and the consultant's coordination of this project.
Joe Dodson, Senior Planner overviewed the proposed City of Caldwell Code Updates regarding muti-family units dealing
with landscape design standards, building design, and setbacks.
In response to questions from Councilor Allgood, Mr. Dodson recommended that multi -family unit requirements include
open space standards. Parking requirements would be based on the number of per bedrooms, which mirrors what other
municipalities are implementing. Landscaping maintenance is required per the code.
Councilor Doty inquired if there is an appeal or variance process allowed for developments on items beyond any safety
service issues. Mr. Dodson confirmed that the City Code would be updated regarding the elements eligible for variance
and/or appeals. This would staff to review the project for either an administrative or Council consideration.
Councilor Dittenber addressed deferred maintenance issues in land -use projects. Will there be code enforcement for such
matters?
Ms. Collins reported that in the past, the City of Caldwell has only adopted a portion of the International Property
Maintenance Code. This matter could be reviewed by Council for additional aspects of the International Property Code to
be added to the City Code for enforcement purposes.
In response to questions from Commissioner Harmon regarding the appeal process, Mayor Wagoner reported that the City
Council serves as the Appeals Board for the City of Caldwell.
In response to questions from Commissioner Harmon, discussion followed concerning the fire suppression requirements
regarding multi -family units. Councilor Allgood reported that the legislature discussed fire suppression issues in their past
session.
Ms. Collins reported that the staff is reviewing criteria for increased density standards.

Commissioner Boutros inquired if the newly proposed Caldwell Comprehensive Plan would restrict annexation in
specified areas?
Ms. Collins reported that the proposed Comprehensive Plan would not restrict annexation applications; however, the
Comprehensive Plan is able to effectively control annexation and future development.
Councilor Doty commented that the Area of Impact has been reduced pursuant to the Idaho Statute. Ms. Collins concurred
that the designate "Planning Area" has also been reduced to Wagner Road rather than Chicken Dinner Road.
Councilor Allgood recommended that City Center Zone residential developments be required to obtain a Special Use
Permit. He also noted that areas around Memorial Park should be monitored for future development plans. Gated
subdivisions should also be further researched.
Ms. Collins concluded that development bonding requirements would be placed within the Code. The public may review
the proposed changes and leave comments at "plancaldwell.com"
