Chair Zamora called the meeting to order at: 6:00 pm.

Director Collins, 621 Caldwell Blvd. Caldwell, ID 83605 states that statute applies to
landowners regarding a forced annexation by a city.
Error in staff report will be corrected before going to City Council.
Public Testimony:
Ann Melger, 2203 Copious Ct., Caldwell, Idaho, spoke in favor of the request.
• Traffic
City Engineer, Hallie Hart, stated city has dedication requirements specifically to Indiana
Road, specifically to Right of Way and turn lanes.
Laurie Deitrich, 1815 Cambridge St., Caldwell, ID spoke in opposition of the request
• Loss of view
Did not receive neighborhood meeting notification
Land use
• Provided late exhibits of letters (given to Director Collins)
Director Collins read late exhibits P1 and P2 into the record.
Steve Schmidt, 4805 Great Falls Ave., Caldwell, Idaho, spoke in opposition of the request

• Feels building more homes invites more people
Question for Mr. Schmidt:
• Would like to see a lower density zone in that area.

Introduce Chelsee Boehm from Canyon County Parks, Cultural & Natural Resources.
Chelsee Boehm shared the scope ot'her new position,
• Help manage the Historic Preservation Commission for Canyon County.
• Mitigation and liaison for other peopleldepartments in Canyon County.
• Applying for and managing grants coming to the Canyon County from SHPO.
• Be a resource to anyone who is doing history projects in the Caldwell area.
• Being aware of population growth and development regarding saving historic resources.
• Reviewing agricultural resource surveys in the county to track the buildings eligible for
the National Register before they are destroyed.
• Assisting with research as needed regarding historic structures and resources.

underway. Staff reached out to SHPO, and they were not opposed to the change. Anything that
could possibly change in the historic district will be brought to the Historic Preservation
Commission for discussion as the conversations continue. Concerns about adequate parking in the
historic district were discussed. Additional information can be found in the code 10-02-04:
Accessory Buildings, Structures, and Uses, subsection letter O. Additional information was
requested from staff about other cities and their ADU allowances in historic districts to be
provided at the next meeting.
