If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. ACTION ITEM: Public Hearing (Quasi-Judicial) Case Number ANN24-000007 / CPM24- 000002 / SUB24-0000034 / SUP24-000014: The applicant, Jeff Likes, on behalf of Altitude Development, LLC, is requesting annexation of parcel R34089010D0 (approx. 3.18 acres) and R3409000000R (approx. 9.90 acres), to include all adjacent rights-of-way, with a proposed zoning of C-3 (Service Commercial), and a potential development agreement. Concurrently, the applicant is requesting a comprehensive plan amendment from a Highway Corridor land use designation to a Commercial and Service designation, the approval of a special use permit to allow for a storage facility within a C-3 (Service Commercial) zone, and a subdivision preliminary plat for Mason Creek Commons, a commercial development that will include a mixture of drive-thru type restaurants, bank, business, and retail land uses. The proposed site is located on the northwest corner of Middleton and Highway 20/26 in Caldwell, Idaho. 2. ACTION ITEM: Public Hearing (Quasi-Judicial) Case Number ANN24-000013, SPP24- 000002: Ardurra Inc., on behalf of Element Ridge LLC, is requesting annexation of parcels R3267900000 and R3268100000 with a zoning designation of R-1 (Low Density Residential) in compliance with the existing Comprehensive Plan Future Land Use Map designation of Low Density Residential. They are also requesting a preliminary plat for the site to develop Element Ridge Subdivision, a single-family residential development with 215 buildable lots over 74.4 acres, for a density of 2.89 dwelling units per acre. The subject parcel is located on the West side of S. 10th Ave, approximately 1,200 feet north of the intersection with Karcher Rd., in Caldwell, Idaho. Staff is requesting a continuance to the January 8, 2024, meeting. 3. ACTION ITEM: Public Hearing (Quasi-Judicial) Case Number ANN24-000006 / SUB24- 000022 / SUB24-000023 / SUB24-000024 / SUB24-000025 / SUB24-000026 / SUB24-000027 / PUD24-000004: The applicant, Martin Taylor, on behalf of Toll West Inc., is requesting annexation of eight (8) parcels (R3272000000, R3272001000, R3272001200, R3272001100, R3267800000, R3267801200, R3267801000, and R3267801100) with a proposed zoning of R-1 (Low Density Residential), where the current City comprehensive plan future land use designation is Low Density Residential. Additionally, the applicant is requesting approval of a planned unit development application and six (6) preliminary plats for Verbena Ranch, a multi-phase master planned community with multiple planning areas that includes a mix of housing types (single-family detached, single- family clusters, fourplexes, and areas reserved for 55+ active adults) ranging in size from 1,064 square feet to 3,500 square feet, and a mix of lot sizes ranging from 4,135 square feet to 20,314 square feet.. Verbena Ranch will include more than 44-acres of open space and more than 5-miles of new pathways. The approximate 282.5 acre development is located on the SW and SE corners of W Homedale Road and S 10th Avenue, in Caldwell, Idaho. Staff is requesting a continuance to the December 11, 2024, meeting. 4. ACTION ITEM: Review proposed Urban Renewal plan for conformity with the comprehensive plan of the City of Caldwell. IX. ADJOURNMENT Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Planning and Zoning Commission Meeting is on December 11, 2024.
