The Engineering Department provides the following comments on a request by Ivan Castillo of
Odyssey Homes, on behalf of Alfredo Edgar Escobedo, is requesting a special use permit to
build a duplex on a 0.28-acre parcel currently zoned R-1 (low density residential). The
comprehensive plan land use designation for the subject parcel is MDR (medium density
residential). The applicant is utilizing an adjacent, abutting future land use designation of LDR
(low density residential) in compliance with Section 10-01-09: Alignment of zoning with
comprehensive plan land use designations. The subject site is located on the southwest corner
of Syringa Lane and Hill Lane, and legally addressed as 308 Hill Lane, parcel R02661010A1, in
Caldwell, Idaho.
General
1. Construction of facilities to be dedicated and/or within public right-of-way shall be performed by
an appropriately licensed public works contractor and shall be inspected by and constructed to
City of Caldwell specifications.
2. The applicant shall complete improvements through the entire frontage of Syringa Lane
adjacent to the site in accordance with all City of Caldwell standards and specifications.
Improvements shall include curb, gutter, sidewalk, asphalt widening, street lights and
necessary storm water facilities.
3. All common driveways shall fully comply with City of Caldwell standards and to be approved by
the Caldwell Fire Marshall.
Sewer
Sewer for the proposed site is currently unavailable. Closest available sewer is located
approximately 400’ west of the site in Syringa Lane at the intersection of S. Georgia Ave.

Storm Drain
Applicant shall provide disposal of stormwater drainage in accordance with the City Stormwater
Management Manual and any updates adopted subsequent to this application. The engineer of
record is to provide calculations, which indicate that the assumptions in his stormwater drainage
plan comply with the requirements of the stormwater manual.
Building Permits
Building occupancy will not be granted until all frontage improvements been completed, inspected,
and approved by the City including completion of all punch list items.
