Box 1179 Caldwell, ldaho 83505 RE: case Number sUB-2oP-10/sUP-20-10 (10rH Avenue Heights Subdivision) Dear Commissioners, I have reviewed the previous Planning and Zoning meeting records as well as the Caldwell City Council meetinB minutes. The neighborhood area surrounding this property have several questions that have not been answered sufficiently. We stated there would be traffic safety and congestion concerns, as well as parking on Amber Street, 10th Avenue and the driveway from Amber Street to the subject property and the gravity irrigation system. tn the City Council meeting minutes of October 27,2OL9, a Mr. Lardie, testified that a full traffic study was not requested. lt is a required documentl Apparently, the city Engineering Department deemed it unnecessary. That seems odd! When the residents that live here witness traffic events that report otherwise. Mr. Wolf reported in the same minutes that Amber Street is an underutilized roadway. He emphasized that the proposal is not a high-impact development that would trigger a tralfic study. Amber Street is a pass-through street from South 10s Avenue to South Kimball Ave. lt is a very high impact to the surrounding residents ! We the people appeal the commission members that a traffic impact study be done for Amber Street from South Kimball Avenue to South 10th Avenue, South 10th Avenue between Amber Street and Easy Street and South Kimball Avenue. The traffic impact at the intersection at South 10 Avenue and Amber Street will be most impacted by the increased traffic. The gravity irrigation system problems will suoposedlv be absolved in the platting process. However, they must include discussions with the landowners before finalizing their work. tn the minutes of October 21,2019, Mr. Wolf reported that the parking plan complies with the City of Caldwell parking standards. Guest parking spaces would be provided within the plan. However, we believe there will bea high probability that there will be parkingoffthe development site. The driveway as Mr. Wolf has called it between Amber Street and the project site and South 10th Avenue and Amber Street are the only places that they could park! This would cause a burden and security risk on the surrounding property owners!
