Re: Proposed development and Knot Lane Extension affecting Lincoln Road
Dear Mr. Billingsley and City Council Members,
We are Dale & Leslie van Beek residing at 9613 Lincoln Road which is the southeast
corner property of Midland and Lincoln Road in Caldwell. ln June of 1989 l, Dale,
purchased this property. Our land interest amounts to approximately 80 acres. We
are located between the proposed Cottonwood Creek and Lakemont subdivisions.
1. This is prime farm ground. Some farms located here are century farms with
both history and heritage. We purchased the land and worked the ground not
for speculation, but for its quality of life and what it could afford our family in
theraisingofourchildren. ltisdifficulttocalltheprostitutionofthisareas
natural resources, scenic beauty, location to freeways and market places,
"progress'. We love what we have here-and so do oulof-state and local
developers hungry for trophy sections of land which displace hard-working
natives who have a vested interest in preserving the heart and soul ofwhat
makes the Treasure Valley a great place to live. We farmed the land working
many times seven days a week for 14 and '15 hours a day because we loved
the green pastures, grazing cattle, bales ofstacked hay at harvest, the smell
of fresh cut alfalfa, a heron flying overhead, the mist that rises off of the creek
in the early spring at sunrise, the quiet solitude, a walk through the trees
interrupted only by the flight of wild geese or a frightened deer. Those things
aren't measured in dollars and they aren't easily replaced. We owned and
operated a dairy at our present location for 17 years. A year ago a tight labor
market, due to the boom in construction, made it difficult for us to maintain a
stable work force. Because of our aging facilities and the proposed
development on three sides of our property, we decided to sell our milking
herd. This was an emotional, difficult decision. My father, Evert van Beek,

We are opposed to the development of land surrounding us and the
construction/extension of Knot Lane for the following reasons:
emigrated from Holland and has operated a dairy In ,American for more than
50 years. He is still in operation with my brother, John in western Ada County.
Prior to owning his farm on Star Road, my father and his brother Guy, got
started milking cows on the Smeed Ranch west of Caldwell renting from the
Smeed Family Estate. Ralph Smeed donated a parcel of land to the Vallivue
School District to assist in the construction of Thomas Jefferson Charter
School where my children attend grade school and my wife has served as
past PTA president. We hdve deep roots in the Treasure Valley. We have
contributed to the local economy through commerce and provided jobs for the
local work force. Even though we no longer operate a dairy, we still have a
desire to live on Lincoln Road because of the quality of life it affords. As you
consider the development of these parcels of land, we would ask you to
evaluate whether or not developus have the same heafi and love for
whatthis area represenfs as the existing land owners.
2. The proposed Lakemont and Cottonwood Creek Subdivisions have areas of
land which are located in a flood plain. The site work and extensive
excavation which would have to take place to make it house+eady would
adversely impact the wildlife, cattle and farming operations and our quality of
life,
3. ln the 'tTyears we operated a dairy at this location, we have had to comply
with state and federal regulations goveming air quality, waste management,
water quality and so forth. And yet developers for the Cottonwood Creek
Subdivision filled in natural sloughs and disturbed wetlands on the proposed
site for Cottonwood Creek. Were legal permits obtained to do this kind of
work? lf not, this kind of blatant disregard for the law, the environment, and
property owners north of the proposed development at Cottonwood Creek
should make more than existing land owners a little nervous about whether or
not these developers have the best interest of Canyon County and the City of
Caldwell in mind.
4. This area is a part of ldaho history. Located at the bend on the east end of
Lincoln Road is a small, gray headstone erected by the Canyon County
historical society marking the final resting place of Walter G. Perry killed some
150 years ago by lndians. Walter Peny was a part of the Ward party whose
story is retold at Ward Massacre Park. Although we are now in our mid 40's
we remember learning about the Ward Massacre in ldaho history in 4t' grade.
Several years ago we witnessed the centennial reenactment of pioneers on
the Oregon Trail as they made their way down Lincoln Road which is not far
from the original Oregon Trail. Should we allow these pieces of ldaho history
to be paved over to make way for greedy developers?

5. llJe believe Planning and Zoning should monitor the pace of development as
well as the quality of development. The recent housing boom has attracted
numerous starter-home developers eager for profit bringing with it a rise in
crime in the Treasure Valley. Putting a park down by the river will invite
unwanted foot traffic as well as parties, drugs, drinking and an influx of cars-
all foreign to existing land owners. The idea of a city park sounds appealing
to an expanding population. However, we would invite you to explore the
Sportsman Access off of Middleton Road where paintballers have desecrated
the scenic beauty of the river with trash, barrels, scrap lumber and old
plywood, empty paint ball cartridges and the like. lt is also serves as a
dumping ground of sorts, collecting old freezers and mattresses. Existing
land owners have agreed it is not a place where we feel our children can
safely visit.
As this valley mntinues to change and development looms on the horizon, we
trust that thought is being given to the future of this valley's development of
pristine areas like lands on the north and south of Lincoln Road. ln the event
that Knot Lane is extended across 20126 and north to the Boise River, we
desire to have the road stay on the property lines with an adequate buffer
zone to protect our privacy and space. Again, we are not in favor or the
proposed development nor are we in favor of locating Knot Lane west of
15-Mile Creek bisecting our properly and negatively impacting our
ability to farm it or rent the ground for agricultural purposes.

SUB/PUD-169P-07 Lakemont Subdivision. I am requesting documentation
that can be utilized by Boise River Flood Control District #10 j-n
reviewing the project with respect to the District's adoptedresolutions. Information that I am interested in reviewing includes the
prelj-minary p1at, annexation agreements and mitigation plans.
As a folfow-up to our phone conversation today, I look forward to
visiting with you at 1:30 pm, Monday, January 10th.
While reviewing my fi-1es, I found an inquiry from Mr. Van De Bogart backin 2006 and have taken the liberty to attach that to this note as
background information for your consideration.
