There are a number of reasons for my concern: 1. Violates the 2040 Caldwell Pla n. The citizens of Caldwell expect you, our City Council, to uphold the 2040 Plan and its direct impact on our quality of life and the overall quality of Caldwell. This plan defines Canyon Hill as Low-Density Residential, with no more than 3 units per gross acre. This subdivision has much smaller lots than the 2040 plan-calls for, and could only claim to meet the 2040 plan by including all streets and required open spaces in their unit per acre calculation. We have worked so hard to bring Caldwell up and the city's lndian Creek Plaza venue is an excellent example. Small lot-high density developments violating 2040 will takes us the wrong direction, attract a more transient population, and discourage families with intentions of making Caldwell their long-time home' 2. lncreases Lincoln Road Traffic The only entrances/exits to the development pour onto Lincoln Road. This is a minimum of 500 more vehicles driving east toward Middleton Road or up the hill into our Canyon Hill neighborhood for quickest access to 1-84 and shopping. 3. Makes Lincoln Road a main thoroughfare. Speeding and dangerous driving on Lincoln Road are already concerning many Canyon Hill residents; this will only increase with more traffic. We live here. Our kids walk here. Our neighborhood is not a "pass-through." 4. lmpacts Police/EMT/Fire service response time and resources. PR- I Please do not allow this overcrowding of Lincoln Road. SUGGESTIONS FOR TESTIFYING AT PUBLIC HEARINGSL Remember your objective...lt is your objective to persuade the decision makers to vote or decide in favor of your side of the issue. It will not help your cause to anger, alienate or antagonize the decision makers who are listening to your presentation.2. Show your strength...Many neighborhood groups have organized their testimony by having one or a few people speak on behalfofthe group. The leader will ask those in the audience supporting the testimony to stand. This conveys to the decision makers the seriousness with which the issue is viewed by the attending parties.3. Speak to the point...Public officials have heard hundreds ofpeople give testimony. They are grateful when the testimony is pertinent, well organized, and directly regards the matter at hand. long stories, lectures or philosophy, abstract complaints about generalities, or redundant testimony are usually a poor use oftime.4. State your recommendation. 5. Be informed.... Get a copy ofthe plan being heard, the staffreport, the proposed ordinance, or other pertinent material. Then read it andplan your comments accordingly.6. If you don't wish to spealq write it down... and submit it prior to the hearing. lf written testimony is specific, to the point and concise, it will be given as much attention as oral testimony.7. Be reasonable....Put yourself in the shoes of the decision makers. They must balance alt points of view, interests and proposals being made, and find the best course lor the overall public good.
