Chair Zamora asked if there were any conflict of interest declaration. There were none. SPECIAL PRESENTATIONS. There were none. CONSENT CALENDAR: (ALL CONSENT CALENDAR ITEMS ARE ACTION ITEMS) There were none. REVIEW OF PROCEEDINGS (OPENING STATEMENT) Chair Zamora opened the public hearing and outlined the public hearing procedures. Chair Zamora proceeded to public hearing items on the agenda. OLD BUSINESS: There were none. NEW BUSINESS: ACTION ITEM: Case Number CPM23-000013, ZON23-000012: Lexington Partners LLC is requesting a comprehensive plan land use map amendment from OS (Open Space) to HDR (High Density Residential), and a rezone from C-2 (Commercial) to R-3 (High Density Residential), for the approximately 0.82 acres Parcel R35287104A0, to include approval of Resolution # 10-24 associated with CPM23-000013. The subject parcel is located on the south side of Thomas Jefferson Street, approximately 824’ east of the intersection of Smeed Pkwy and Thomas Jefferson Street, in Caldwell, Idaho. Staff Presentation: Planning and Zoning Deputy Director, Morgan Bessaw, 621 Cleveland Blvd,. Caldwell, Idaho presented the staff report, outlining its contents by use of a PowerPoint presentation. • City owned and is in process of being sold to applicant • Rezone from C-2 to R-3 • Previously denied because it was unclear as to what the parcel would be used for • Surrounding zoning areas • Surrounding land uses • Why does city want to sell • Projected use of land to Lexington Sky apartments • Will need to come back for a special use application • Agency Comments • Public Comments • In compliance with city code Applicant Presentation: Name Solon Carlson, 100 N.
