The City of Caldwell, on behalf of Mark and Tena Oller, William and Jennie Shipley Family Trust, Slender
Paving Inc., TC Property Management LTD, Two Bridges Associates LP, and Green Road Associates LP,
requests approval to annex the following parcels of land:
1. Parcel R3494400000 (1.91 acres), located at 21451 Chicago Street in Caldwell, Idaho and owned
by William and Jennie Shipley Family Trust;
2. Parcel R3492800000 (2.35 acres), located at 21677 Chicago Street in Caldwell, Idaho and owned
by Slender Paving Inc;
3. Parcel R3493001000 (1.93 acres), located at 21565 Chicago Street in Caldwell, Idaho and owned
by Mark and Tena Oller;
4. Parcel R3465000000 (2.78 acres), Parcel R3465001000 (2.88 acres), Parcel R3465001100 (1.55
acres), Parcel R34650011A0 (0.05 acres), Parcel R3494900000 (9.39 acres), Parcel R3494901100
(1.28 acres), Parcel R3494901200 (3.59 acres), Parcel R3494901300 (4.06 acres), Parcel
R3494901400 (1.26 acres), Parcel R34949014A0 (0.73 acres), Parcel R3495001000 (7.99 acres),
and Parcel R3495300000 (4.48 acres), located in Caldwell, Idaho and owned by TC Property
Management LTD;
5. Parcel R34944010F1 (1.72 acres), Parcel R34944010F2 (0.32 acres), Parcel R3494600000 (5.79
acres), Parcel R3494601100 (1.59 acres), Parcel R3494601200 (2.2 acres), Parcel R3494601300
(4.85 acres), Parcel R3495500000 (2.24 acres), Parcel R3495501000 (5.94 acres), Parcel
R3495501400 (0.64 acres), Parcel R3495501500 (0.04 acres), Parcel R3495501700 (0.50 acres),
Parcel R3495501600 (0.03 acres), Parcel R34955014A0 (0.03 acres), and Parcel R34955015A0
(0.00 acres), located in Caldwell, Idaho and owned by Two Bridges Associates LP;
6. Parcel R34950010A0 (1.60 acres), Parcel R3495100000 (2.93 acres), Parcel R3495200000 (0.51
acres), and Parcel R3495201000 (2.46 acres) in Caldwell, Idaho and owned by Green Road
Associates LP;
To include all adjacent rights of way as shown on the attached Aerial Map Exhibit. All property owners
have consented to annexation through a “Consent to Annex Agreement” with the City of Caldwell.
The proposed zoning for the parcels is requested to be as follows:
Parcels R3465000000 (2.78 acres), R3465001000 (2.88 acres), R3465001100 (1.55 acres), R34650011A0
(0.05 acres), R3494900000 (9.39 acres), R3494901100 (1.28 acres), R3494901200 (3.59 acres),
R3494901300 (4.06 acres), R3494901400 (1.26 acres), R34949014A0 (0.73 acres), R34950010A0 (1.60
acres), R3495100000 (2.93 acres), R3495200000 (0.51 acres), and R3495201000 (2.46 acres) with a
proposed zoning classification of M-2 (Heavy Industrial), and with an existing City comprehensive plan
land use designation of Industrial; and
Parcels R3492800000 (2.35 acres), R3493001000 (1.93 acres), and R3494400000 (1.91 acres) with a
proposed zoning designation of RS-1 (Residential Estates), with an existing City comprehensive plan land
use designation of Estates; and
Parcels R34944010F1 (1.72 acres), R34944010F2 (0.32 acres), R3494601100 (1.59 acres), R3494601200
(2.72 acres), R3495501400 (0.64 acres), R3495501500 (0.04 acres), R34955015AO (0.00 acres),
R34955014AO (0.03 acres) and R3495501600 (0.03 acres) with a proposed zoning designation of C-3
(Service Commercial), with an existing City comprehensive plan land use designation of Environmentally
Sensitive; and
Parcels R3494600000 (5.79), R3494601300 (4.85 acres), R3495001000 (7.99 acres), R3495300000 (4.48
acres), R3495500000 (2.24 acres), and R3495501000 (5.94 acres) with a proposed zoning designation of
C-3 (Service Commercial), with an existing City comprehensive plan land use designation of Commercial
& Service; and
Parcel R3495501700 (0.50 acres) with a proposed zoning designation of C-3 (Service Commercial), with
an existing City comprehensive plan land use split designation of Commercial & Service and
Environmentally Sensitive; for a total approximate private parcel acreage of 82.02 acres.
