Iv. Historic Preservation Committee Minutes January 19,2005 Caldwell City Hall I. Call to Order Elaine Carpenter, Acting Chairman called the meeting to order at 6:00 PM il. Roll Cal| Members present: Elaine Carpenter Acting Chairman, Jan Boles, Betty Jo Keller, Chuck Randolph, Tom Ensley, Anita Shore, Lorene Oates, City Liaison Rick Wells, and City Staff member Wendy Kirkpatrick. Members Absent: Steve Maughan, Joey Masar, Elaine Leppert, City Staff Jacqueline Hernandez. Approval of Agenda. . Motion/ Anita Shore Second Betty Jo Keller. Accept the Agenda. Approval of Minutes NEW BUSINESS 1. Certificate of Appropriateness Interuiew (CA -37-05): (David Kirk Anderson - l622Bverett) David Kirk Anderson presented the request for a Certificate of Appropriateness for the Installation French doors replacing a window and opening onto a twelve foot redwood deck. There would be an arbor visible from the street. Tom Ensley suggested that the rails on the deck should tie in with the design of the house. MOTION Chuck Randolph/ Approve the Certificate of Appropriateness with the stipulation that the railing tie in with the design of the house. Second/ Anita Shore. Motion passed 2. Certificate of Appropriateness Interview (CA -38-05): (David Kirk Anderson - l622Bverett) David Kirk Anderson presented the request for a Certificate of Appropriateness for the Installation of a window either side of the existing fireplace. There were windows in this spot at one time. This would restore the house to it's originat appearance. Trim would be as the trim on the rest of the house. MOTION Tom Ensley/. Approved the Certificate of Appropriateness for the installation of the windows. Second Chuck Randolph. Motion passed. 3. Certificate of Appropriateness Interview (CA-39-05) @avid Kirk Anderson - 1622Evetett) David Kirk Anderson presented the request for a Certificate of Appropriateness for the removal of cinder rocks and the installation of lawn and trees. Hp- ? \F. Recommended he discuss trees with the City Forester. MOTION Chuck Randolph /. Approved the Certificate of Appropriateness for the installation of the windows. Second. Betty Jo K Betty Jo Keller. Motion passed' OLD BUSINESS I Elaine asked Chuck Randolph and Elaine Leppert to work on a map to recognize Historic Sites as they relate to the City Compiehensive plan. Lorene Oates volunteered to help on this. Elaine Carpenter reported that SHPO has informed us that the Arlington District did not have enough contributingio,rr. to establish a historic district We could put some of them on the National Regis-ter or form i Conservation district. They, also, felt that the downtown area did not have eno.rgh to form a district. It was determined to roll this into the next meeting. Commissioners were asked'to review the Conservation District handout before the next meeting. We need to form a planning Committee to form plans to commemorate the Steunenberg Event. Jan Boles said that it was his op-inion that Bill crookham, a descendent of Governor Steunenberg, did not want a celebration of his assassination. The Albertson College of Idaho would like to plan a historical symposium. Lorene Oates idea of 100 Days of History could tie events in Caldwell at that time into what was going on nationally at the time. Chuck Randolph and Tom Ensley explained that at the past Indian Clekiestival, they had had a conversation with Bill Crookham and felt he would like to see us have a video show presentation at the next lndian Creek Festival, honoring the Steunenberg & Crookham Families and other people whom Bill has recorded with their memories of Caldwell and the surrounding areas. We needlo iponsor something at this event and put together a time line, ask Bill Crookham to do the video *d *. put together both, also ask the City to make some kind of marker at the site of the assassination. Jan Boles will push ahead to do this. Elaine Carpenter reported that Mr Cortland Walker, owner of the proposed Plymouth Subdivision called a couple of weeks ago. He would really like to sell the property. He would move the buitdings. He wants $150,000.00 for this property' Mr & Mrs Michael Frank of l7l2 Dearborn were here to address the installation of the metal roof on their home. They purchased this property eight or nine years ago. The roof was in poor condition He reportei he had u.onlo.rrution with ro*.or. at City Hall about installing a metal roof and they had no problem with this. This past fall the roof started leaking. He again spoke to ,o,,.on. at city Hall. They, again did not have a problem with the metal roof' There was no Building permii issued. tvir riant< pointed out there were several homes in the District with metal roofs. Elaine Carpenter explained our situation on this. It goes against the guidelines set for the District and the ordinance under which we serve. We cannot overlook this. The other homes in the District which have metal roofs were done before the forming of the District' 2. This is my primary residence. I like my home and desire the following improvements. I would like to add french doors and adjoining side lights to my dining room. These doors constructed of wood french panes on the inside and forest green aluminum on the outside will lead to a 12 x 21 foot deck. To the side of the french doors will be two side lights of the same height that will have screens window openings. As far as the deck, it will be constructed of redwood built to code by Glen Day construction. Originally there were two windows to the side of the fireplace in my living room. I would like to replace these windows. They will measure, glass size, 18 x2l inches. On the inside of these thermo panes will be flush mounted leaded glass of a design yet to be created. The last change would be the removal of the lava rock on the city right of way. The Caldwell Historic preservation Commission has prepared a checklist to assist you in applying for the Certificate of Appropriateness. If you need a COA, please fill out the checklist. The checklist is not a substitute for other materials required by the Commission Required materials include: {'A written narrative describing the reason for ttre alteration and fully describing the treatment of each item you have ihecked on the list. Removal of existing material is also subject to Commission ieview.
