HD.L ?' t \-/ HISTORIC PRESERVATION COMMISSION MINUTES September 11,2002 Caldwell Public Library l. Callto Order Jan Boles, Chairman, called the meeting to order at 7:00 p.m. ll. RollCall Members Present: Jan Boles, Chairman; Chuck Randolph, Tom Ensley, Elaine Leppert, Elaine Carpenter, Betty Jo Keller Member Absent: Rick Wells, Josephine Keller, Anita Shore Guest: Joe Masar and Jeanne Skyrm Hayman City Staff: Debbie Geyer lll. Approval of Agenda: Meeting agenda was approved by consensus of the members. lV. ApprovalofMinutes: Minutes of July 10,2002 were approved by consensus of members. V. Old Business A. Timetable for Landscape & Tree Ordinance: Debbie reported that the public hearing for the Landscape & Tree Ordinance before the Planning & Zoning Commission was set for Wednesday, September 25. Members were encouraged to attend in support of the two ordinances. B. CLG Grant Application: Itwas reported that the grant application must be submitted on Monday, September30,2002. Discussion was held concerning projects for this year's grant. Three project objectives were determined: 1) Study the inclusion of signage at the entrance and within the boundaries of the local district. lt was decided that a consultant be contracted for design and specifications. 2)Provide educational booklet to inform residents regarding design review and Certifi cates of Appropriateness. 3)Provide educationaltools such as booklets or pamphlets to prospective homeowners/realtors/contractors/public about the purchase of property within the localdistrict. It was noted that Joey Masar will be working with Jan Boles to construct the educational tool booklets. C. Recommendation for New Commission Member: It was determined that Joe Masar would invite Ken Etchison to the next meeting for the entire CHPC to meet him prior to making any recommendation. Certificate of Appropriateness: (EXHIBtTA) Various samples of forms were reviewed and discussed concerning the development of a Certificate of Appropriateness application. It was determined that Debbie would compile the changes and develop a form for immediate use at the community Development Office. IVOTION/Elaine Carpenter - SECOND/Elaine Leppart. Use the lthaca format as the example as well as the newly established historic district ordinance to compile a Certificate of Appropriateness application. Passed. B. Certificate of Appropriateness Application - LDS Church (SUp & ZON) The application was reviewed for an off-site parking lot for the LDS church located at 12th and Everett. MOTION/Chuck Randolph - SECOND/Elaine Leppert lnasmuch as the LDS church has made application to the Community Development Department for the parking lot prior to the ordinance approval for the local historic district, it is determined that the Historic Preservation Committee will decline to take official action upon the land-use applications. However, we would recommend to the Planning & Zoning Commission that they approve the parking lot and zone change contirigent upon the Applicant working with the community Development Department concerning landscaping issues as specified in the proposed landscape and tree ordinances. Certificate of Appropriateness Application - Boone Memorial Church (SUp): Debbie Geyer presented a brief report on the special use application made by the church. She noted that special use permit would include the daycare operated by the church. lt was determined that no action was needed by the H.P. Commission concerning this application. It was suggested that the Boone Memorial Church look to landscaping the parking lot on Dearborn Street in the future. D. Annual Caldwell Historic Preservation Commission Award for Home Owners Discussion was held concerning the possibility of having an award for the home owner who is making the best effort to enhance their property located in the historic district. lt was determined that the nominations could be.accepted all year with the selection process of the nominees beginning in January. MorloN/Elaine carpenter - SECoND/Tom Ensley. Look to initiating an annual award for home owners located in the local residential historic district. Basis of the award would include paint, landscaping, remodeling, etc. Selected nominee would be publicized during the Historic Preservation Week held in May of each year. adjou les, Chairman C Vl.
