HomeMy WebLinkAboutCanyon Village Storage_Narrative_2024-04-23 1606 W Hays St Boise, ID 83702 Page 1 of 2 March 29, 2024 Planning & Zoning 621 Cleveland Blvd Caldwell, ID 83605 Re: Special Use Permit for Canyon Village Storage To Whom it May Concern, We are pleased to present our application for Special Use Permit (SUP) for the proposed four-story climate control storage building along Cleveland Blvd. The intent of the building is to service Caldwell’s growing population as demonstrated by the adjacent development (The Jaxon) currently under construction. The site is zoned C-3 and allows for the proposed use with approval by the Authority Having Jurisdiction (AHJ). Site setbacks, landscape requirements, and parking requirements along Cleavland Boulevard and the newly constructed side street will be met and have been discussed with city officials. Below is a comprehensive outline of the design decisions that have gone into the project in order to satisfy the client’s needs and city requirements. - Exterior o The exterior design of the facility has been elevated not only to meet the City of Caldwell’s design guidelines, but to compliment the adjacent Jaxon Building. The form, scale of materials, and landscaping proposed are all intended to enhance Clevland Blvd and create a positive human-scale experience for pedestrians. o This new facility will be approximately 15,320 SF per floor (61,280 SF total) and 51’-0” tall at its tallest point, conforming with the International Building Code (IBC). o All mechanical systems are planned to be positioned on the roof and screened from view by the building parapet. Any ground level equipment, such as transformers or building meters will be strategically placed and screened by landscaped vegetation. o Parking will be located behind the building adjacent its main entrance and meet the minimum requirements for the buildings use. Parking for facilities such as this are rarely full and we do not anticipate much traffic, if any, traffic congestion. o Access to the building will be controlled. There will be a security gate that will not allow access afterhours, except by customers. During business hours, the gate will remain open for new customers and any visitor traffic. o The drive aisle of the parking lot will also be used as fire access to the building and will meet the maximum depth of 150’ per code. o Minimal architectural lighting will be included around the site and on the building to provide visual interest, but limit light pollution. 1606 W Hays St Boise, ID 83702 Page 2 of 2 - Interior o Amenities will include a sales office for rentals and packing materials, dedicated loading and unloading bays, and 24-hour access for patrons. o The client would like to provide an elevated experience to its patrons, providing a positive environment that will not only be seeing by them, but the entire community. Lastly, we are asking that the City of Caldwell allow us to utilize the newest building code under the International Building Code (IBC). This would mean, rather than using the 2018 code, we would use the 2021 building code. The purpose for this is that under the 2018 code, S-2 occupancies are only allowed to have 3 stories, per chapter 5. Under the 2021 code, 4 stories are allowed. This appears to be a common case throughout the valley, as there are currently multiple facilities such as this being built under the 2021 code. Thank you for your consideration.
