PUBLIC MEETING INFORMATION

We invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever,
or are not feeling well, please contact the City Clerk’s Office or Planning & Zoning Department (land-use public hearings)
to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public
meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the
registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as
listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the “public meetings” button
on the center of the page. After registration, you will receive a confirmation email containing information about joining the
virtual meeting. REGISTER AT: https://www.cityofcaldwell.org
Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department
at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been
transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing.

1. The Caldwell City Council dispenses with the three (3) reading rule of Idaho Code §50-902 for all ordinances.
2. Approve minutes of the Regularly Scheduled City Council meeting held on July 2, 2024 and the City Council
Budget Workshop held on June 25, 2024;
3. Approve the Findings of Facts and Conclusions of Law for Valencia Village #1 Final Plat (SUB24-000019);
4. Approve the Findings of Facts and Conclusions of Law for Mandalay Ranch #8 Final Plat (SUB24-000018);
5. Approve the Findings of Facts and Conclusions of Law for River Bluff Final Plat (SUB24-000030);

6. Approve Resolution accepting the Statement of Qualifications from Cushing Terrell for the O’Connor Field House
Generator Project;
7. Approve Resolution authorizing the execution of the Design Proposal with Cushing Terrell for professional
engineering services for the O’Connor Field House Generator Project as accommodated within the FY-2024
departmental budget;
8. Approve Resolution accepting the Dedication of sanitary sewer, domestic water, pressure irrigation, and one
streetlight from Brian Avenue Apartments, LLC for the Brian Avenue Apartments Project located at 3906 Brian
Avenue;
9. Approve Resolution accepting the Dedication of sewer, water, and storm drain facilities Epic Development for the
Cloud Gate Industrial Park Project;
10. Approve Resolution accepting a Permanent Easement for domestic water, sanitary sewer, and pressure irrigation
from Robert P. Nunemacher across a portion of property located at 19945 Middleton Road;
11. Approve request for execution of an agreement with Bam Jam for an event in Downtown Caldwell on August 2-4,
2024;
12. Approve request for an Alcohol Beverage License (Beer and Wine) for Tikis Shave Ice & Bar at 4016 Lake Avenue;
13. Approve Resolution authorizing the execution of a Parking Lease Agreement with Tom Veazey for the lease of ten
parking stalls located at 712 Cleveland Boulevard;
14. Approve Resolution declaring a 1963 Sewer Roder Trailer as surplus property;
15. Approve Resolution authorizing the execution of an Acknowledgement of Encroachment Agreement with Kindred
Vineyards, LLC for Kindred by the Creek to provide additional seating for the facility’s outdoor dining area.
16. Approve Resolution accepting a Special Warranty Deed (South) and Temporary Easement for the purchase of
property from the Idaho Conference of Seventh-day Adventists, Inc. Lake Lowell Pathway Project as
accommodated within the FY-2024 departmental budget;
17. Approve Resolution accepting a Special Warranty Deed (North) and Temporary Easement for the purchase of
property from the Idaho Conference of Seventh-day Adventists, Inc. associated with the Lake Lowell Pathway
Project as accommodated within the FY-2024 departmental budget.
OLD BUSINESS:

NEW BUSINESS:
1. ACTION ITEM: Public Hearing (Quasi-Judicial): Case Number ANN24-000004: Pedro Arredondo is
requesting annexation of a 0.48-acre parcel, to include the full width of the adjacent right-of-way, with a zoning of
R-1 (Low Density Residential). The subject parcel is known as Parcel R2262601000, and addressed as 119 Marvin
Street, located on the north side of Marvin Street, approximately 173 feet east of S. Kimball Avenue, in Caldwell,
Idaho. The Planning and Zoning Commission recommended approval on June 12, 2024.
2. ACTION ITEM: Consider Bill No. 34 (Ordinance No. 3596) for CASE NO: ANN24-000004 with a request to
move for its passage by title only and approve the summary for publication.
3. ACTION ITEM: Consider Bill No. 57 (Ordinance No. 3618) regarding amendments to the Caldwell City Code
Chapter 13, Article 5 pertaining to Access Management Standards for city streets.
4. ACTION ITEM: Finance Report acceptance by Caldwell City Council.

NOTE: City Council Meeting will be held on Monday evenings, effective August 5, 2024, pursuant to the approval
of Ordinance No. 3609 adopted on June 18, 2024.
Next Regularly Scheduled City Council Meeting is on Monday, August 5, 2024 at 6:00 p.m. in the City Council
Chambers located at Caldwell City Hall, 205 South 6th Avenue. Any person needing special accommodation to
