HomeMy WebLinkAboutBelardi Crossing_Narrative_2024-06-04Narrative-Belardi Crossing - TBD E Elgin St, Caldwell, Idaho CrestaVento, LLC is partnering with AutumnGold Senior Services, Inc., a local non-profit, for the development of a small infill subdivision and the construction of ten new affordable homes. AutumnGold coordinates supportive services for low-income seniors and also provides affordable housing for very low-, low- and moderate-income households. Over the last 14 years, AutumnGold has constructed or rehabilitated more than 200 homes for purchase by households making less than 80% of the area median income. The homes are completed using federal funding from the HUD HOME Program, Neighborhood Stabilization Program, Community Development Block Grant Program, Caldwell Urban Renewal Funds, and financial support from a number of local jurisdictions. Additionally, AutumnGold and CrestaVento, LLC partner with New Beginnings Housing in the development of affordable multifamily communities, including several in Caldwell. Over the past several years, AutumnGold has partnered with the City of Caldwell and Idaho Housing and Finance Association (IHFA), to concentrate revitalization efforts in the neighborhood north of the railroad tracks and south of the freeway. AutumnGold completed several small single-family infill projects including construction of seven homes on Denver Street, three homes on Freeport, and three homes on Albany, two homes on Linden St, and a home on Monte Vista, along with the rehabilitation of more than fifty Caldwell homes. In an effort to increase the inventory of safe and affordable housing for very low-, low- and moderate-income households, following the completion of the subdivision process of Belardi Crossing, AutumnGold will build ten new affordable single-family homes. Once complete, eligible buyers of the homes can qualify for as much as thirty-five percent of the purchase price from IHFA (as determined by IHFA) in down payment and closing cost assistance, along with additional financial assistance provided by the City of Caldwell’s Affordable Housing Program. The program requires the homes be used as the primary residence of the buyer and compliance is monitored annually by IHFA to ensure owner occupancy. The subject property is just over one acre and is zoned Traditional Neighborhood. Twelve new lots have been developed using approximately 275 feet (along E Elgin Street) of Parcel #R35091011B forming ten new single-family lots. Lots range in size from 3,327 square feet to 3,992 square feet. Advocates Against Family Violence will retain two non-buildable parcels, one at the corner of N 14th Avenue and E Elgin Street and one at the corner of Hope Lane and E Elgin Street as part of their overall campus. All improvements for the lots have been completed. The homes will be a combination of one, one and one-half, and two-story models and range in size from 1,100 to 1,290 square feet.
