I am the former owner of the subject property (13.77 acres) being considered for the above
Planned Unit Development. I retained approximately 3.75 acres that adjoins this property.
When I attended the Neighborhood Meeting with the JUB Engineer and reviewed the Planned
Development I made the JUB representative aware of the concerns I had that should be
addressed. I think those concerns were noted but I want to make sure they were not missed:
1. The private lane (Helena Drive) that now exists would be taken out. The private lane
now has underground telephone lines, irrigation tile and TDN Fiber Optic Line. In
addition there is currently a waste water ditch that runs along the lane that takes care
of excess runoff from three small acreages owned by Marty Stufflebeam, Dan Wight and
Tim Wilson. The waste water runs into the Low Line Canal and the waste water ditch
was established in 1964.
2. North boundary of subject property is adjacent to the Caldwell High School Baseball
Fields. Residences constructed on that north boundary will be subject to foul balls
during the baseball season. The erection of wire screens has been discussed with
School District but to date nothing has been because of the cost. This could become a
problem with residences built along the north boundary.
3. Ingress and egress to the property is only accessible in one location off Florida Avenue
due to east boundary being near Low Line Canal with access only approved for Pioneer
Irrigation District. For this reason the number of Lots requested appear to be too many
and could pose a traffic problem entering and exiting the proposed Development.
4. A Memorandum of Understanding Agreement signed and dated January 14, 2022
between Zion Ventures, LLC and Vernon G. and Valena K. Dennis memorializes all extra
contractual obligations and is recorded with Canyon County Recorder on 01/21/2022
document #2022-003781. Copy available upon request.
