RE: Jayhawk Creek Subdivision / Annexa:on, Zoning, and PUD & Preliminary Plat Applica:ons
Dear Staff and Council:
We are pleased to submit the enclosed applicaKons associated with the Preliminary Plat for
Jayhawk Creek Subdivision (hereaOer “Jayhawk”).
Project Background
Jayhawk is a 13.77-acre single-family residenKal development located west of Florida Avenue
and north of UsKck Road. The following applicaKons will allow for an R2 PUD residenKal
development consisKng of 84 residenKal lots, 18 common lots, and two shared driveway lots.
The average lot size will be 4,610 Sf., with the smallest lot being 3,750 Sf. The residenKal gross
density is 6.10 DU/AC. The percentage of open space is 11.1% or 1.53 acres. Currently, the
subject parcel is located within Canyon County with an R1 zoning designaKon. Jayhawk will be
developed in two phases.
PUD Design Concept
Jayhawk meets the intent of the PUD ordinance since 1) the development offers a variety of
housing and building types, 2) the subject property is considered infill due to over 50% of the
surrounding land within 300O being already annexed into the City of Caldwell, and 3) the
subject property is constrained by its limited access and public street frontage along Florida
Avenue.
Jayhawk will provide the City of Caldwell with two types of single-family residenKal homes, a
detached product and an aaached “duet” product, that will provide a range of housing opKons
for Caldwell residents. The overall density and variety of lot sizes will also be consistent with the
Comprehensive Plan and the intent of Caldwell’s PUD ordinance. Due diligence was completed
to determine the feasibility of a commercial component for this PUD applicaKon, however, due
to the limited frontage and access restraints, commercial uses within this site proved to not be
feasible. Without frontage along a public roadway to provide a commercial building adequate
visibility, a commercial user would not be able to run a profitable business resulKng in a
perpetually vacant commercial space. Rather than provide a commercial space that would
provide no meaningful value to the community, we chose to amplify the amenity package and
increase the homeowners' quality of life. The preliminary plat submiaed shows the locaKon of
the anKcipated uses, but the specific home size, locaKon, and ordinaKon will be finalized later
when a builder team has been chosen for the homes in the subdivision.
Landscaping and Ameni:es
Jayhawk Subdivision will have a centralized open space area that includes outdoor seaKng, a fire
pit, meandering walking paths, pickleball courts, a playground, a community garden area, and a
gazebo/BBQ area so residents can fully uKlize and enjoy the open space in the subdivision.
Pedestrian pathway connecKons are also planned throughout the subdivision to provide
connecKons to the acKve open space areas. In addiKon, the homes will be constructed with fire
sprinklers and will be energy star-cerKfied housing.
Jayhawk Subdivision will be beauKfully landscaped with trees and other plant materials. Block 7
Lot 1 will be a nature scape and covered in naKve dryland seed mix. Most of the exisKng trees
on this lot will remain within the proposed development.
Applica:ons
As discussed during the pre-applicaKon meeKng with the City staff, the required applicaKons are
as follows: AnnexaKon & Rezone, PUD, and Preliminary Plat ApplicaKons.

driveway lots. The average lot size will be 4,610 Sf., with the smallest lot being 3,750 Sf. The

Annexa/on & Rezone:
The applicant proposes the annexaKon of approximately 13.77 acres currently zoned R1 in
Canyon County. We are requesKng an R2 PUD ResidenKal Zoning. The property is located within
the City of Caldwell’s Area of Impact and the proposed zoning is compaKble with the exisKng
Comprehensive Plan designaKon.
