Good Morning -
I want to provide general comments regarding three P/Z proposals on the agenda for the January 24th
meeting, providing some perspective from the school district.
Regarding:
Case Number ANN23-000010, PUD23-000007, SUB23-000013 - Tranquil Acres
Case Number CPM23-000012, ZON23-000010, SUP23-000016 - Domes Church Apartments
Case Number ANN22-000027, SUB22-000044, PUD22-000011 - Jayhawk Creek
These 3 proposals are in the Caldwell School District, and it appears that they will likely house families
with kids, thereby impacting our district, our schools, and our community.
I don't necessarily need to provide oral testimony, but I do plan to be present at the meeting, in case the
commission has additional questions.

Generally, these developments seem to be good for our community, adding to the overall housing
inventory, adding within the center of the city, slowing down sprawl, and providing opportunities for
families who need affordable housing. We have many families in our community who are currently
inadequately housed, or who do not have permanent housing. These same families are working and
contributing to our local economy and community, and their kids will be our next generation. Providing
opportunities for more housing for families with kids is positive, and we welcome that within our school
district.
There are a couple cautions or requests we would make. First, please consider walking routes and
driving routes to schools, from elementary, middle, and high school. Second, please keep our district
advised about potential timelines when families might actually be added to these locations so that we
can plan for attendance zones, transportation, etc.
A couple specific notes regarding transportation and/or walking:
Case Number ANN23-000010, PUD23-000007, SUB23-000013 - Tranquil Acres - This is currently
zoned for Lewis and Clark Elementary, Syringa Middle School, and Caldwell High School. It could
potentially be zoned for Washington Elementary in the future. Sidewalks or walking paths should
be considered to each school, especially along Montana Ave. The Montana Ave/Ustick intersection
should be considered for safety en route to Lewis and Clark by bus or car. It is a particularly
challenging intersection. Maybe a signal should be considered.
Case Number CPM23-000012, ZON23-000010, SUP23-000016 - Domes Church Apartments - This
is currently zoned for Van Buren Elementary (bus), Jefferson Middle School (bus), and Caldwell
High School (bus). There is a strong possibility that this neighborhood could be rezoned to a
different school in our district, considering other growth, and current enrollment numbers. We
should plan to be flexible with transportation. One thing to consider, which I believe is already in
the works, is the redevelopment of the walking/biking path across the freeway, thereby opening up
options for connection to the Canyon Hill neighborhoods, schools, and recreation. It's essential
that we maintain the quality of opportunities in and around this neighborhood, which will have
higher density than most of our city. Considering access to work, to food, to green spaces, and to
public transportation will be helpful.
Case Number ANN22-000027, SUB22-000044, PUD22-000011 - Jayhawk Creek - This is currently
zoned for Washington Elementary (bus), Syringa Middle School (bus), and Caldwell High School
(walking). It sits adjacent to the Caldwell High School baseball fields, and is near Brother's Park as
well. Safe well lit walking paths should be planned to CHS, to Brother's Park, and to the
YMCA. Sidewalks should be planned along likely walking or biking paths. There is an opportunity to
connect this neighborhood to biking and walking paths in south Caldwell, near the YMCA.
