Who we are: The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization for Ada and Canyon Counties. This review evaluates whether land developments are consistent with Communities in Motion, the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be prescriptive, but rather a guidance document. Past checklists are available online. Students from the subdivision would attend Summitvue Middle School. The district’s primary concern for the foreseeable future is the capacity of Ridgevue High School.Currently,Ridgevue High School has an enrollment of approximately 1,602 students with a capacity for 1,800 students. Studies show that each new household would generate approximately .569 students. For the proposed 472 single-family homes,Vallivue can reasonably project that the Aviary subdivision will increase enrollment by 268 students. Please see the attached by-laws and rules for the Franklin Ditch Company.It is important that all water users to the Franklin Ditch Company understand the FDC Rules and FDC By-Laws (copies attached to this email.) In addition, all FDC shareholders need to understand that in years there is low water in the Boise River, FDC is impacted by the Stewart Decree and the Bryan Degree which result in mandatory cuts in water allocations to water users on the River System. Therefore, there is no guarantee to any water user on the quantity of water that will be available in a given year. The Stewart and Bryan Degrees provide that the various holders of recognized water rights receive 100 percent of their water until decreasing stream flow would require shutting off the later rights. At that stage of flow all rights are reduced to 75 percent of the decree and later to 60 percent. Sixty percent of the decree is fixed as the rate of use during a season of shortage, and when old rights are cut to this value, the later rights can be shut off.
