HomeMy WebLinkAboutWalmart Fuel Station_Narrative_Project Narrative for Walmart Fuel Station #2780-1000 The project site is located at 5118 Cleveland Blvd, Caldwell, ID 83607 (APN 32501010 0). The project site was previously developed with an USA Gasoline Fuel Station. Based on the available Decommissioning Report provided by Idaho DEQ, the fuel station was removed in 2020. The site currently lies undeveloped surrounded by existing curb, gutter and landscaping. This project proposes a new Walmart Fuel Station that includes a new canopy and service station; based on C-3 Zoning, fuel station is permitted. The canopy has a minimum height of 14 ft and a maximum height of 16ft. The service station is a single-story building, approximately 1,556 sf with a maximum height of 16ft. The service station will utilize an existing 2” water meter and service line onsite in addition to connecting to an existing 8” sewer main by installing a new 4” sewer lateral. The site will include 8 parking stalls, new sidewalks, site lighting, landscaping, trash enclosure and pylon sign. The project will utilize the existing storm drain system onsite which discharges into an existing stormwater retention basin located northwest of the property. This Administrative Determination application is a request for a 5’ landscape buffer variance along Cleveland Blvd. During our Roundtable meeting with the City of Caldwell on 12/14/2023, Planning & Zoning mentioned that we could request a landscape variance here if we could achieve 20’; which is what’s currently proposed (our permit number is BC24-000008). Originally, we were trying to protect the existing curb in place which only provided a 6’ wide landscape buffer, similar to the adjacent properties, but we added an additional 14’ as requested by P&Z. The request for the 5’ landscape buffer variance is due to an existing 20’ sewer easement along the southwest property line. A 25’ landscape buffer will push our proposed underground fuel tanks within a foot of the sewer easement; the more space we can provide between the tanks and the sewer main the better. Also, a 25’ landscape buffer will reduce the parking area and usable space available for the fuel delivery trucks by 5’, from 20’ to 15’. As mentioned above, this Administrative Determination application is a request to reduce the landscape buffer requirement along Cleveland Blvd from 25’ to 20’.
