Dear Caldwell City Council,
Vallivue School District is concerned about the Valencia Village development that
would bring 360 dwelling units into the East Canyon Elementary attendance boundary.
As you are aware from previous letters of concern:
●East Canyon is overcapacity.
●East Canyon does not have space for additional portable classrooms.
●East Canyon cannot change attendance boundaries to accommodate growth
because Birch, Desert Springs, and Skyway are experiencing the same impact.
●East Canyon currently has newly approved developments under construction
without an appropriate longterm solution in sight to serve new students.
●A bond to build two elementary schools failed twice in 2022.
Earlier this year, Corey Barton and Trilogy Development met with Superintendent Lisa
Boyd and Joseph Palmer on April 4th and May 5th to discuss the impact of new
developments on our school system. Vallivue asked if CBH would be willing to donate
land, swap land, sell land at a discounted price, or donate $500 per door (now
currently requesting $1000 per door as of July 2022).
Corey Barton shared that he was not interested in any land agreements as he has yet
to see a school district honor a land agreement in his 25 years of experience.
Nor did Corey Barton appreciate the idea of a donation of $500 per door. Mr. Barton’s
concerns were fourfold: firstly, developers are not obligated to enter or honor a
donation agreement; secondly, if a developer did agree to a donation, the
development could be sold to another business, rendering the donation
unenforceable; thirdly, a developer could get out of a donation by filing bankruptcy;
finally, Mr. Barton stated that his contribution to the community is providing homes
where there is a housing crisis, which also benefits Vallivue employees.

Unfortunately, the Vallivue School District is in a predicament and had hoped to have
a partnership with CBH. As the Caldwell City Council and Vallivue School District
understands, Corey Barton is correct on all accounts.
Vallivue School District hopes you will take the conditions of our elementary schools
into account when making your decision.
