Re: Special Use Permit NarraƟve
To Whom It May Concern,
This Special Use Permit ApplicaƟon is regarding the proposed development of the vacant parcel just west of the
Flying J Travel Center at 3512 Franklin Road, Caldwell, ID. The subject property is located within the City of Caldwell C-4
zoning district and APO-1 overlay district. Tire repair and sales are permiƩed outright within the zoning and overlay
district. Truck service requires the approval of a Special Use Permit.
The proposed development includes the construcƟon of a +/-10,700 SF semi-truck Ɵre and preventaƟve
maintenance center. Southern Tire Mart at Pilot expects to have 2 shiŌs with approximately 6 employees on each shiŌ.
The area of proposed development is exisƟng bare ground located adjacent to the Flying J Travel Center parking lot. The
proposed development will include an access easement from AviaƟon way through the Flying J Travel Center parking lot
to provide access to the proposed Southern Tire Mart at Pilot via a driveway from AviaƟon Way. The cross-access ingress
egress easement will be recorded as a condiƟon of the Order of Decision.
The proposed Ɵre and service center will saƟsfy parking requirements by providing 8 passenger vehicle parking
spaces onsite, including one accessible parking space, as well as one bicycle parking space. Traffic flow throughout the
site will be limited in direcƟon. AŌer entering the driveway from AviaƟon Way, vehicles will enter the building and exit to
the North and then turn to exit through the same route as the trucks entered through the travel center site and exiƟng
onto AviaƟon Way.
We have worked with city staff as well as the department of transportaƟon to coordinate on the frontage
landscape requirements. We will be planƟng the required frontage shrub and turf planƟng in the area North of the
frontage drive due to overhead power lines, transportaƟon department limitaƟons and easements in that area. The
remaining tree planƟng requirement will be placed on the South side of the frontage drive to meet the requirement. We
would propose to reduce the buffer along the Western edge of the site as shown to allow for proper vehicular
circulaƟon. Per staff recommendaƟons, we will be placing a 6’ wooden fence along the Western property line to provide
screening.
Southern Tire Mart at Pilot is a separate operaƟng enƟty from Pilot Flying J Travel Centers. The signage
associated with our building is for Southern Tire Mart at Pilot alone and would not be considered off premises signage.

Flying J Site:
Flying J-1 space per pump required-15 Pumps=15 Spaces required
Denny’s Restaurant-176 Total seats (Per Mike Holcomb)-1 space per 4 seats =44 Spaces required
Total Parking Required=59 Spaces
Total Parking Provided=77 Total Spaces- minus 7 removed spaces=70 Spaces Total Provided

STMP-8 Spaces required and 8 Spaces Provided
