Re: Special Use Permit Narrative
To Whom It May Concern,
This Special Use Permit Application is regarding the proposed development of 3512 Franklin Road,
Caldwell, ID. The subject property is located within the City of Caldwell C-4 zoning district and APO-1
overlay district. Tire repair and sales are permitted outright within the zoning and overlay district. Truck
and tractor repair and service requires the approval of a Special Use Permit.
The proposed development includes the construction of a 10,700 +/- SF semi-truck tire and service center
connected to the existing Flying J. Travel Center. The area of proposed development is existing bare
ground located adjacent to the Flying J Travel Center parking lot. The proposed development will include
a 20’ easement through the Flying J Travel Center parking lot to provide access to the proposed tire and
service center via a full-access driveway.
The proposed tire and service center will provide 3 vehicle parking spaces, including one accessible
parking space, as well as one bicycle parking space. Traffic flow throughout the site will be limited in
direction; after entering the full-access driveway, vehicles will travel north along the one-way drive aisle
and turn to enter the service bays of the proposed building facing south. Vehicles will exit the bays facing
south and continue out the full access driveway in the southeast corner of the development.
