ORDINANCE NO. 3585
AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL, AMENDING
CHAPTER 03, ARTICLE 22, SECTION 03-22-05, OF CALDWELL CITY CODE,
PERTAINING TO TEXT AMENDMENTS REGARDING PUBLIC WORKS DIRECTOR;
PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY; AND
REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS THEREOF,
IN CONFLICT HEREWITH.
BE IT ORDAINED by the Mayor and Council of the City of Caldwell, County of Canyon,
State of Idaho:
Section 1. That Chapter 3, Article 22, Section 03-22-05 of the Caldwell City Code is
hereby amended to the following:
03-22-01: APPOINTMENT
There is hereby created the office of Public Works Director. The Public Works Director shall be
appointed as provided in Section 03-02-01 of this Chapter. The Public Works Director works under
the broad policy guidance and direction of the Mayor.
03-22-03: QUALIFICATIONS AND JOB REQUIREMENTS:
03-22-05: POWERS AND DUTIES:
(1) General Statement of Duties: The Public Works Director is responsible for
management of all of the public works functions of the City.
(2) Supervision Exercised: He/she supervises a large number of departmental
personnel either directly or through subordinate supervisors.
(3) Illustrative Examples of Duties:
A. Overall supervision of the activities of the Sewer Department, Street
Department, Building Department, Airport Department, and Water Department.
B. Prepares the annual budget for appropriate departments under the supervision
of the Public Works Director.
C. Advises the Mayor and City Council on a wide range of City -related topics such
as contracts, purchasing, personnel, engineering and developmental impacts to
City facilities or services.
D. Reviews subdivisions and proposed public facilities and services as needed.
E. Supervises preparation and approval of Public Works Department equipment
specifications.
F. Coordinates the work of consultants when hired by the City to prepare specialty
reports or design specifications.
G. Assists in developing capital improvement schedules for all departments of the
City.
H. Serves as member of Grievance Review Board.

I. J-. Prepares long-term facility improvement plans for Public Works Department.
J. K. Serves as chair of the Caldwell Traffic Commission. (Ord. 3408, 3-21-2022)
Section 2. This ordinance shall be in full force and effect from and after its passage,
approval, and publication, according to law.
Section 3. This ordinance is hereby declared to be severable. If any portion of this
ordinance is declared invalid by a court of competent jurisdiction, the remaining provisions
shall continue in full force and effect and shall be read to carry out the purposes of the
ordinance before the declaration of partial invalidity.
Section 4. All ordinances, resolutions, orders and parts thereof in conflict herewith are
repealed.

NOTICE OF ADOPTION AND SUMMARY OF
ORDINANCE NO. 3585
AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL, AMENDING
CHAPTER 03, ARTICLE 22, SECTION 03-22-05, OF CALDWELL CITY CODE,
PERTAINING TO TEXT AMENDMENTS REGARDING PUBLIC WORKS DIRECTOR;
PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY; AND
REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS THEREOF,
IN CONFLICT HEREWITH.
Section 1: Amends Caldwell City Code Section 063-22-05, pertaining to text amendments
regarding the public works director.
Sections 2 through 4: Provides that this ordinance shall be in full force and effect from and after
its passage, approval, and publication, according to law; provides for severability; repeals
conflicting ordinances, resolutions, and orders.
Ordinance No. 3585 provides an effective date, which shall be on the 26th day of March, 2023.
Ordinance No. 3585 was passed by the Council and approved by the Mayor on the 19th day of
March, 2024. The full text of the Ordinance is available at Caldwell City Hall, 411 Blaine Street,
Caldwell, Idaho 83605. The Mayor and City Council approved the foregoing summary on the I91h
day of March, 2024, for publication on the 26°i day of March, 2024, pursuant to Idaho Code § 50-
901 A.
