ORDINANCE NO. 3582
AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL, AMENDING
CHAPTER 06, ARTICLE 21, SECTION 06-21-03 and 06-21-19, OF CALDWELL CITY
CODE, PERTAINING TO TEXT AMENDMENTS REGARDING PRIVATE PATROL
LICENSING; PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY;
AND REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS
THEREOF, IN CONFLICT HEREWITH.
BE IT ORDAINED by the Mayor and Council of the City of Caldwell, County of Canyon,
State of Idaho:
Section 1. That Chapter 6, Article 21, Section 06-21-03 and 06-21-19 of the Caldwell
City Code is hereby amended to the following:
06-21-03: LICENSES REQUIRED AND EXEMPTIONS:
(1) It shall be unlawful for any person to conduct, operate or maintain, or permit to be
conducted, operated or maintained, or to participate in the conduct, operation or
maintenance of a private patrol systern service unless a valid license therefor has been
issued as provided for in this Article and which is in full force and effect.

(4) (2) This Article shall not apply to or include regularly appointed police officers of
Caldwell or to any regularly appointed police officer or law enforcement agent of the
United States and of this State, or any political subdivision thereof. (Ord. 1788, 9-19-88)
06-21-19: LICENSE EXPIRATION:
All licenses issued under the provisions of this article shall expire December 31 each
year. Any person holding a license under the provisions of this article may renew such
license for the following or succeeding year by payment, on or before December 31 to the
city clerk.

Section 2. This ordinance shall be in full force and effect from and after its passage,
approval, and publication, according to law.
Section 3. This ordinance is hereby declared to be severable. If any portion of this
ordinance is declared invalid by a court of competent jurisdiction, the remaining provisions
shall continue in full force and effect and shall be read to carry out the purposes of the
ordinance before the declaration of partial invalidity.
Section 4. All ordinances, resolutions, orders and parts thereof in conflict herewith are
repealed.

CHAPTER 06, ARTICLE 21, SECTION 06-21-03 and 06-21-19, OF CALDWELL CITY
CODE, PERTAINING TO TEXT AMENDMENTS REGARDING PRIVATE PATROL
LICENSING; PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY;
AND REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS
THEREOF. IN CONFLICT HEREWITH.
Section 1: Amends Caldwell City Code Section 06-21-03 and 06-21-19, pertaining to text amendments
regarding private patrol licensing.
Sections 2 through 4: Provides that this ordinance shall be in full force and effect from and after its passage,
approval, and publication, according to law; provides for severability; repeals conflicting ordinances,
resolutions, and orders.
Ordinance No. 3582 provides an effective date, which shall be on the 26'" day of March, 2023. Ordinance
No. 3582 was passed by the Council and approved by the Mayor on the 19" day of March, 2024. The full
text of the Ordinance is available at Caldwell City Hall, 411 Blaine Street, Caldwell, Idaho 83605. The
Mayor and City Council approved the foregoing summary on the 19"' day of March, 2024, for publication
on the 26'" day of March, 2024, pursuant to Idaho Code § 50-90IA.
