ACTION ITEM: Case Number ANN23-000010, PUD23-000007, SUB23-000013: Engineers, on behalf of Harland Baker, is requesting an annexation into the City of Caldwell with a zoning designation of R-2 (Medium Density Residential) with a development agreement associated with ANN23-000010. The applicant is also applying for a Planned Unit Development with a subdivision preliminary plat for Tranquil Acres Subdivision, which includes thirty townhome units and one single family detached unit for a total of (31) single family residential units. At 3.5 acres, the total density is 8.8 units per acre; the site is located at 0 Montana Ave., on the east side of S. Montana Avenue, approximately 1,300 feet north of the intersection with Ustick Road in Caldwell, Idaho. Staff is requesting continuance to the February 14, 2024, meeting due to the need to repost the site for public notification. Concurrently the applicant is requesting approval for a preliminary development plan and preliminary plat for the Jayhawk Creek Planned Unit Development consisting of seventy-two (72) residential lots, thirteen (13) common lots, and one (1) shared driveway lots. The development is proposing a total density of 5.25 DU/Acre. The subject parcel is located on the west side of South Florida Avenue, approximately 650 feet north of the intersection with East Ustick Road. ACTION ITEM: Case Number CPM23-000012, ZON23-000010, SUP23-000016: Kimley-Horn, on behalf of Domes Church Apartments LLC, is requesting a future land use map amendment to change the designation of parcels R0265300000 and R0265700000 from Traditional Neighborhood to High Density Residential, to include approval of Resolution 322-23 associated with CPM23-000012, a rezone from T-N (Traditional Neighborhood) to R-3 (High Density Residential) with a development agreement, and a special use permit for an affordable multi-family development with 152-units. The application is being submitted in conjunction with a Lot Line Adjustment application and a Vacation application to combine the two existing parcels and adjacent vacated right-of-way into a single parcel.
